The meeting was opened at 8:00 P.M. by the Chairman, Arthur Harris.
The first item on the agenda was a Public Hearing to rezone property
on the north side of Lake Mary Blvd., represented by Dave Farr, for
Mr. Rugenstein. The request was to rezone from SR1 -AA to GC -2, and
discussion followed on the possible uses. Mr. Farr explained the
proponent wants the rezoning for a small retail center and several
offices. Mr. Sangiorgi was present to speak in oppositiav,:,.in that
he would oppose anything that would allow late -night operations be-
cause of the surrounding residential property. Mr. Sloan moved to
deny recommendation, Mr. Karns seconded. Motion carried. The Staff
was requested to make a study of the area as to the best rezoning,
and present a recommendation at the next meeting.
The next item for discussion was a site plan for a small addition
at the back of the body shop at Joe Creamons, represented by Tom
Freeman. After discussion, Mr. Davis moved to approve, Mr. Galloway
seconded. Motion carried.

The next item for discussion was a site plan for 906 French Ave. for
Mr. Reynolds. There was no one present to represent the site plan,
but it was noted that the proponent has received a variance from the
City for the building. Mr. Sloan moved to approve the plan.
Mr. Gischler seconded. Motion carried. Mr. Davis and Mr. Karns
abstained.

The next item on the agenda for discussion was the rezoning of
lots 1,2,9,10,19,20 and south 27.2' of Lots 3 and 18, Blk 15,
3rd section Dreamwold from RC -1 to GC -2, and Lots 1 thru 12,
Beck's add'n. from RC -1 to GC -2. Also, to rezone Lots 1 thru 14,
Block Y, and Lots 1,2,3 &4, Blk Z, Town of Sanford, W. 1st St.
between Poplar andMarguo.stinefrom RMOI to GC -2. Discussion followed,
and Mr. Sloan moved to set a Public Hearing for Nov. 17, 1977.
Mr. Galloway seconded. Motion carried.
The next item for discussion was an information memo from the City
Manager concerning the Keller Industries site, and after discussion
it was determined that the planned use is a permitted use in the
MI -2 zone, and P & Z has nothing to act on until a site plan is
submitted. There were three people present to express opposition
to the original site plan, Steve Sirkin, Bill Butler and Bob Crumley.
The minutes of the previous meeting were approved. There being no
further business the meeting was adjourned.
