Franklin Robert Karns Others Present: John Steffens, Zoning Inspector Mack LaZenby, City Engineer David Farr, City Planner The meeting was opened by the Chairman, Arthur Harris, at 8 :00 P.M. The first item on the agenda was a site plan for a "Pizza Inn" at the southeast corner of Highway 17 -92 and Shannon Drive Extension, represented by Mr. John Rife. There was a discussion reference parking on the east side not being wide enough. After more dis- cussion it was decided that parking on the west would be moved and put on the east side, and there was also some discussion ref- erence drainage being changed so that water flows northerly. Approved on the condition that Shannon Drive be settled by the City Commission. Motion to approve by Mr. Davis, seconded by Wm. Royster. Motion carried. There was also a motion reference a request for sale of beer and wine consumption on premises. Motion to approve by Bill Royster, seconded by Rudy Sloan. Motion carried. The next item for discussion was a site plan for addition to a commercial building at 2417 French Avenue presented by Mr. Tony Russi. Recommended approval with the exception that he gets with the City Engineer reference drainage pipe. Motion to approve by Rudy Sloan, seconded by J. Q. Galloway. Motion carried. The next request from the floor for a ground sign at 807 E. 25th St. After much discussion, Mr. H. Christensen stated that if the board allows one tenant to have a ground sign that it will be setting a precedent. Motion for denial by Bill Royster, seconded by Jeff Davis. Motion carried. The next item. €or discussion was a request for a home occupation for stucco work at 807 Magnolia Avenue presented by Mr. Vincent Delano. Next was the discussion of the placement of modular County Jail cell units mat County Jail, presented by Sheriff John Polk. The board approved placement of cells on Hood Ave. subject to the approval of the City Commission and the City Engineer reference the cells being located on the right -of -way. Motion to approve by Jack Bridges, seconded by Jeff Davis. Motion carried. Mr. J. Q. Galloway abstained from voting on this issue. Next discussion was the rezoning of recently annexed property from SR1 -AA to be more compatable to surrounding zoning. After much discussion it was recommended that the properties be zoned ac- cordingly without a public hearing. Recommended as follows: a) Church property on Highway 17 -92, recommended GC -2 Zoning. Motion to approve by Chairman, Arthur Harris, seconded by J. Q. Galloway. Motion carried. h) Smith property located at 29th St. and Magnolia Ave. recommended SR -1 Zoning. Motion to approve by Vic Gischler, seconded by Jack Bridges and carried. c) Between Magnolia Ave. and Palmetto Ave., four (4) lots by 28th St. and 28th Place, recommended SR -1 Zoning. Motion to approve by VicGischler, seconded by Rudy Sloan. Motion carried. d) Lot 9, Block 15, Dreamwold, recommended GC -2 Zoning Motion to approve by Vic Gischler, seconded by Bill Royster. Motion carried. The next item for discussion, from the floor, a request for conditional use for a millwork shop at 1401 French Avenue presented by Mr. Rumney. Approved with the stipulation that waste is hauled away every day and no outside storage. Motion to approve by Rudy Sloan, seconded by Jeff Davis. Motion carried. Next there was discussion of specific definition of "family unit ". After some discussion as to the definition of a "family unit ", Mr. Joe Rogers, a concerned citizen, stated that he knew of an apartment owned by Mr. Bateman at 615 Park Ave. that he, Mr. Rogers, thought was overcrowded. It was stated by Mr. Christensen that Mr. Bateman did not have a city license. It was suggested that John Steffens, Housing Code Inspector, get with the City Attorney for the best way to handle the situation. Motion to approve by Arthur Harris, seconded by Rudy Sloan. Motion carried. Minutes of the last meeting were approved as mailed. There being no further business, the meeting was ad'ou ned.
