Planning and Zoning Commission
April 3, 1975

The meeting was called to order by the Chairman, Arthur Harris.
The first item was consideration of a Use Plan presented by the SCL
Credit Union, for a parking lot and fence in the SC -3 District at
M W. 3rd St. Motion by Mr. Gischler to recommend the use with the
stipulation that a planting area be added to conform with the present
planting. Second by Mr. Karns. Motion carried.
The next item for considerationia conditional use for a home occupation
as a sign painter and screen printing, in the MR -2 District at 908
Magnolia Ave. Mr. Joseph Magro was present do speak in favor, and
answer any questions. He explained that his was a craft -type operation
inside his garage area, with no advertising or traffic. Mr. Karns moved
to recommend the use, Mr. Davis seconded. There was no one to speak
in opposition. Motion carried.
Mr. Ted Williams was present to request approval of a ground sign in
the Ted Williams Regional Shopping Center, at the Sanford Beauty College.
Mr. Avant was also present and they offered photos of the placement
of the sign and dimensions. Mr. Gischler moved to recommend approval.
Mr. Karns seconded. Motion carried.
The next item for discussion was a possible change to the Zoning
Ordinance as it pertains to the rebuilding of damaged, non - conforming
structures. The present ordinance prevents rebuilding when the des-
truction is 60% or more, of the assessed value, and structures cannot
be rebuilt when it is in a non - conforming area. It was suggested that
the Ordinance be studied to determine how many sections need to be
amended, including conditional uses permitted. The Building Official
was asked to bring some recommendations to the anext meeting.

Discussion of landscaping requirement for possible recommendation
for adoption of landscaping Ordinance was tabled upon the suggestion
of Mr. Karns that two more weeks are needed to study the requirement.
Mr. Braceland brought to attention the annexation of some property
between Pear and Peach and between 18th and 19th Sts., which was
zoned R -1 in the County. A Public Hearing was set for April 17,
1975, to decide on the rezoning to MR -1, since all adjacent property
within the City limits is rezoned MR -1.
The result of the Workshop Session held prior to the regularly
scheduled meeting was to recommend acceptance of the Sanford
Comprehensive Plan, with comments, and the Sanford Area Recharge
Map.
Minutes of last meeting were approved by a motion by Mr. Karns,
seconded by Mr. Davis.
There being no further business, the meeting was adjourned.
