Karns Bill Braceland, Building Official John Steffens, Zoning Inspector Dave Farr, City Planner The meeting was called to order by the Chairman,. The first item on the agenda was a Public Hearing to consider a request to rezone from RC -1 to GC -2, property located at 2397 French Avenue. Mr. M. R. Strickland, owner of the property was present to speak in favor. Mr. Louis Tobin, owner of property at 24th. Street and French Avenue, was present to speak in favor of the rq_go*$ #g to bring business to the area. No one to speak in opposition. Mr. Galloway moved to recommend the re- zoning, Mr. Gischler seconded. Motion carried by majority. Mr. Sloan abstained from voting. The next item a Public Hearing to consider rezoning from SR -1AA to MR -1, recently annexed property at 18th. Street and Pear Avenue. Mr. Sloan moved to recommend the rezoning, Mr. Franklin seconded. Motion carried. The decision to recommend rezoning was based on the fact that all adja- cent property in the area is MR -1. A request for a conditional use for a home occupation ih the RMOI District at 1900 W. 1st. Street, was pepresented by Mr. Jones, who needs the conditional use for a business address for his phone and cards for the repair work he does at the Farmer's Market. He will do no repair work at the home address, or display no signs. Motion by Mr. Sloan, seconded by Mr. Galloway. Motion carried. There was no one to speak in opposition. The next request was for a use plan and a fence for a Plant Nursery at 1014 French Avenue. Mr. Norvil Angle was present to speak in favor. After discussion of the parking area and the type fence, Mr. Gischler moved to approve, Mr. Franklin seconded. Motion carried. No one appeared in opposition. A request for conditional use in RC -1 Zoned District for a church at 2532 Sanford Avenue.was represented by Rev. McCleary. It was resolved there is ample parking and no other questions as to the lot size or requirements, a motion was made by Mr. Franklin to approve the condit- ional use, seconded by Mr. Gischler. Motion carridd. Rev. McCleary Planning and Zoning Commission April 17, 1975 Page 2 also requested, at this time, permission to erect a sight -proof fence at a vacant lot, NE corner of 9th. Street and Maple Avenue, to store and use his welding equipment. The Board asked the Building Official to check with the neighboring T.V. Repair business when the welding equipment is being used to determine if it will cause interference. The discussion on landscape requirements for a possible recommendation for adoption of a Landscaping Ordinance was the next item, tabled from April 3, 1975 meeting. After discussion regarding the need for such an ordinance, it was decided to notify the City Commission that the Planning and Zoning Board feels Chapter V., Page 9, Development Guidelines, August, 1973 is sufficient for landscaping requirements, and Zoning Ordinance, Article VIII, Section 6, Paragraph 2, last sentence, is sufficient authorization to enforce the Guidelines, and request a ruling from the City Attorney. The Building Official reported that some changes to the Zoning Ordinance are in order. A Public Hearing was set for May 1, 1975, to consider the following changes: ArticIt V. Use Provisions Section 8. RC -1 Restricted Commercial District B. Conditional Uses Permitted Add: (8) Single - family and two - family dwellings. Section 91 GC -2, General Commercial District B. Conditional Uses Permitted Amend to read: (1) Any conditional use permitted in the RC -1, Restricted Commercial District, or any use permitted in RI -1, Restricted Industrial District. Add: (9) Multiple - family housing structures conforming to the requirements of the RMOI District. The purpose of the change is to allow the reconstruction, or new con- struction of dw&lling units in commercial zones as conditional uses. It was also discussed that perhaps the section on factory -built homes may need to be changed. The present wording was designed to effect control over the type of homes used, and because of the improvement in design, the wording may need to be changed. The item was tabled until the next meeting. The next item for discussion was the amendment on the water recharge area. A Public Hearing was set for May 1, 1975, to consider the following change to the Zoning Ordinance on water recharge: Planning and Zoning Commission April 17, 1975 Page 3 Add to last sentence, paragraph (2), Section 6, Article VIII,......... including any special limitations, requirements, or conditions where the site is within an area of high, or moderate water recharge, as designated by the Sanford Planning & Zoning Commission, adopted 1975. Mr. Sloan moved to approve the minutes from the last meeting, Mr. Galloway seconded. There being no further business, the meeting was adjourned. Arthur H. Harris, Chairman
