The meeting was called to order by the Chairman, Arthur Harris.
The first item on the agenda was a Public Hearing to consider a
request as a conditional use in the GC -2 General Commercial
District for the sale of alcoholic beverages for consumption
on the premises, at 919 W. First Street, described as W. 50'
of N. 100', Blk 3, Tr 12, E. R. Trafford's map of Sanford.
The Chairman announced that he would hear from anyone in favor,
or against the request.
Mr. William R. Walmsley, owner of GIGI's Bait Shop, was present
to speak in favor of the request. After submitting a petition
of two hundred names in favor and parking plans, Mr. Walmsley
explained that he needed a 2 -COP License in order to sell alcoholic
beverages for the consumption on the premises. He also explained
the parking plans and traffic flow on the diagram.
Mr. J. T. Galloway, 119 Poplar Avenue was the representative
for fifteen neighbors present in opposition. He explained that
most of these neighbors had lived in that location for some years
and did not wish for any alcoholic beverages to be consumed near
their property.
Mr. Joe Morgan, 1013 W. 2nd Street, spoke in opposition. Mr. Morgan
explained that his children boards the school bus at that corner.

After some discussion, Mr. Davis moved to deny the request, and
seconded by Mr. Franklin, motion carried.
The next item was a Public Hearing to consider a change and
amendment to the Zoning Ordinance, Article V, Section 8, RC -1
Restricted Commercial District ,Paragraph B, Conditional Uses
Permitted, amended to read:
Article V, Section 8, RC -1, Restricted Commercial District
Paragraph B, Conditional Uses Permitted. Add (6) Self -
Service Gasoline Pumps. Only the self - service retail of
Ssoline shall be permitted. Automobile servicing and
retailing of automobile products shall be specifically
excluded from the district. Article VIII, Section 5,
Gasoline Station Requirements, paragraph (1) and (2)
applies.
A motion tD approve the conditional use made by Mr. Davis, and
seconded by Mr. Franklin, motion carried. No one in opposition.
The next item was a Public Hearing to consider a change and
amendment to the Zoning Ordinance, Article V, Section 7, RMOI
multi2le-Family Residential Office and Institutional District
Paragraph B, Conditional Uses Permitted, amended to read:
Article V, Section 7, RMOI, Residential
Office and Institutional District,Paragraph B, Conditional
Uses Permitted. Add (4) Consumption of alcoholic beverages
on premises in clubs, lodges and fraternal organizations,
after approval by the Sanford City Commission.
A motion was made to approve the change by Mr. Gischler, and
seconded by Mr. Franklin, motion carried. No one in opposition.
The next item on the agenda was a site revision for Carriage Cove
Mobile Park. The review was cancelled until a formal request is
made.
The next item on the agenda was a request for a conditional use
in the GC -2, General Commercial District, for the sale of alcoholic
beverages for consumption on the premises at the Americal Legion
Post 53, 3506 Orlando Drive.
Mr. James Rippley, Commander of Post, and Mr. Steve Balint, local
member were representatives present in favor of the request.
After discussion the motion was made to approve the conditional
use by Mr. Davis, and seconded by Mr. Franklin, motion carried.
No one in opposition.

A representative was present to request a conditional use in the
RC -1 Restricted Commercial District for the sale of beer and wine
for consumption off the premises, after approval by the Sanford
City Commission, at 1805 W. 13th Street, South East corner of
Southwest Road and 13th Street.
Mrs. Vernice W. DuBose was present to speak in favor of the request.
Motion to approve the request was made by Mr. Franklin and seconded
by Mr. Gischler, motion carried, No one in opposition.
The next item was a request for a conditional use of Warehousing
(Merchandise Unlimited, Inc.) in existing building in the GC -2
General Commercial District of 1200 French Avenue.
.There was no representative present to speak in favor of request.
A motion was made to table the request by Mr. ' Gischler and seconded
by Mr. Franklin, motion carried. No one in opposition.
A representative was present to request a conditional use for a
Recreational Establishment in the RC -1 Zoned District, 2600 block
of Sanford Avenue.
Mr. Glen Jones,was present for Mr. Ted Williams, owner of said
property, as the representative. Mr. Jones explained that there
would be no alcoholic beverages or dancing permitted in building.
Only game machines and pool tables would be available to the
public.
After discussion the request was approved by the board as a
Recreational center.
The second addendum was a request for a conditional use for a
Home Occupation in the MR -2 Zoned District, 907 Park Avenue.
There were no representativespresent to explain the request.
On the motion of the board the request was tabled. Motion made
by Mr. Moncrief and seconded by Mr. Davis, motion carried.
The next item were copys of the minutes that the Building Official
sent to the members regarding the October 17, 1974 meeting, on the
Frizzell and Tetenbaum property ( Lake Front).

The minutes were read aloud by Mr. Harris, after discussion no
motions or discussions were made.
The board discussed the letters from Mr. Farr, Mr. Knowles and
Mr. Mize concerning Off- Street Parking Requirements, and requested
that the City Attorney be asked to be present at the November 21,
1974 meeting to further discuss, clarify and advise.
Mr. Gischler commented on some of the site plans that have been
approved through P & Z and haven't been completed. After discus-
sion the Planning and Zoning Commission moved to request the
City Commission be sent a memo that when they grant exceptions,
waviers or delayed time frames to approved site plans, a letter
or memo with stipulations of their actions be forwarded to
P & Z Board.
Examples of Such: 1. 27th and French Avenue- Kondracki- sight proof
fence.
2. Auto Train- landscaping.
3. 705 French Avenue- sight proof fence.
4. FPL- landscaping.
5. Flagship U. S. Bank- landscaping.
The motion for the request was made by Mr. Gischler and seconded
by Mr. Franklin, motion carried.
The minutes of October 17, 1974 meeting were approved.
Being no further business, the meeting was adjourned.
