The meeting was called to order by the Chairman, Arthur Harris.
The first order of business was a Public Hearing to rezone
from MR -1, Multiple- Family Residential Dwelling District,
i to GC -2, General Commercial District, the NW corner of Lot 73,
M. M. Smith's Subdivision, SE corner of McCracken Road and
Airport Boulevard. Mr. John Alexander represented the applicant,
I. W. Alford, and explained the intended use for a 7 -11 store
and gas station. He said that there are 500 homes within less
than one -half mile; no convenient store or gas station within
one and one -half miles. No one appeared in opposition. Motion
to recommend approval by Mr. Berrien, seconded by Mr. Blacksheare.
Motion carried.
The next item for discussion was a site plan for a Day Care
Center at 2653 Elm Avenue, represented by Rev. E. Don Cox.
He was instructed that the site plan needs to add a 6 -ft. high
buffer to screen the Day Care Center from neighbors along the
north side. Parking space was discussed, and a paved circular
drive indicated tothe street, with a swale for drainage. Mr.
Karns moved to approve the plan, Mr. Berrien seconded. Motion
carried.

will be doing mechanical work only. Mr. Franklin moved to
grant the conditional use, stressing the hours of operation to
be 8 :00 A. M. to 7 :00 P. M., and a sight -proof fence to be
placed on the east side of the site, with no outside storage
at any time. Mr. Gischler seconded, motion carried.
The next site plan was for renovation of a commercial building
at 218 S. Park Avenue, represented by Mr. Fran} Gebhardt.
Plenty of off - street parking is available, grading will be back
to the alley, and it was suggested that there be no planting on
the corner. Mr. Blacksheare moved to accept the plan, Mr.
Berrien seconded. Motion carried.
The ground sign for a coin Laundromat at 1217 Park Avenue was
not presented because of no representation.
Mr. Danny Martin appeared to ask the Board's feeling toward a
request to rezone from SR -lA, Single - Family Residential Dwelling
District, to GC -2, General Commercial, property at 14th St. and
Elm Avenue. The general feeling was that there would be no ob-
jection, and a Public Hearing was set for Ocmb er 3, 1974.
The next item for discussion was an addendum to the Agenda, the
' rezoning of property south of Sunland, on the east side of 17 -92 ,
known as Seminole Hills, The request was to rezone 47 acres from
SR -lAA, Single - Family Residential District, to SR -2, Mobile Home
Residential Dwelling District, for a Mobile Home Park. Motion to
set a Public Hearing for November 21, 1974, by Mr. Karns, second-
ed by Mr. Franklin. Motion harried.
The next item was a request for a Public Hearing to rezone the
property south, and adjacent to, Sanora, from SR -IAA, Single -
Family Residential District, to PUD, and combine with the present
Sanora PUD. Mr. Brailey Odham appeared to speak in favor of the
request, and explained his plan to build homes in the middle to
upper $20,000.90 price range, cul -de -sac plan that he considers
a good plan for quiet living, and safety for children. Mr.
Knowles expressed disapproval in the cul -de -sac plan in that
there ' is not room for garbage packers, to trirn ,-.zaround, and the
packers are not allowed to back up. it was pointed out that
the cul -de -sac diameter would be 80', curb to curb. The Board
indicated approval of the preliminary concept and Mr. Berrien
made a motion to set a Public Hearing for November 21, 1974,
seconded by Mr. Franklin. Motion carried.
The memo from the Building Official was considered next, and the
changes to be made in the wording of the Zoning Ordinance would
need no formal action.;, since errors are all clerical.

The Zoning Director passed out copies of a letter from the
Postmaster, indicating the notices being sent regardEng rural -
type mailboxes are not authorized by the Postmaster. The
Board instructed the Building Official and Zoning Director to
prepare a letter to the Postmaster informing him that the
Planning & Zoning Commission is opposed to the rural -type
mailboxes in the "City proper "I
The City Planner was asked to do some research, and discuss,
at the next meeting, the operating hours of retail trade in
RC -1 District.
Mr. Harris brought to the attention of the members the fact
that a garage one -half block east of Sanford Ave., north of
Celery, supposed to be a Paint & Body Shop only, is operating
late at night, with 13 cars parked outside on this date. The
Zoning Director was instructed to check on this operation.
Mr. Blacksheare made a motion to approve the minutes aE the
last meeting, Mr. Franklin seconded.
There being no further business, the meeting was adjourned.
