The meeting was called to order by the Chairman.
After consideration of the Review Procedures and Standards For
Site Development_ Plan Review as prepared by the City Planner,
on the motion of Mr. Sloan, seconded by Mr. Logan and carried,
the same was approved as corrected.
The Chairman next read a letter he had received from Florida
Technological University asking him to recommend people to
attend a three week program on "The Improvement of Local Planning
and Zoning Policies and Procedures ", tentatively scheduled to
begin on April 15 with classes meeting in the evening twice a
week. The following members indicated they were interested in
attending: Arthur Harris, Philip Logan, David Berrien, Victor
Gischler, and C. B. Franklin. The Chairman asked Mr. Risner to
make the necessary response to the letter.
The City Planner next presented the newly printed, twenty -five
page, Zoning Atlas of the City of Sanford. On motion of Mr.
Sloan, seconded by Mr. Berrien and carried, a recommendation was
made that each member of the Planning and Zoning Commission be
provided with a new zoning atlas.

The City Manager reported that Mr. Roger Neiswender, County
Planner, had requested to meet with the City Planning and Zoning
Commission to discuss adjacent land uses, and a meeting for
March 23, 1973, at 9:00 A. M. in the City Commission Room at the
City Hall had been set.
There was a discussion next on downtown parking, relating to the
requirements for the provision of off - street parking spaces as
set forth in the zoning ordinance. It was decided that the City
Planner would prepare a study report for consideration at the
next meeting.
At 8:00 P. M. a Public Hearing was held to consider a request for
rezoning as follows:
(a) Rezoning from SR -1, Single - Family Residential Dwelling,
District to that of GC -2, General Commercial, District,
that property described as Lots 1 through 24 of Bona-
venture Subdivision and generally located between Holly
and Maple Avenue and 22nd and 24th Street.
(b) Rezoning from RC -1, Restricted Commercial, District to
that of GC -2, General Commercial, District that property
described as Lots 25 through 48 of Bonaventure Subdivi-
sion and generally located between French and Maple Avenue
and 22nd and 24th Street.
Dr. W. Vincent Roberts, representing the owners of the property
and the Salvation Army, asked consideration for rezoning as
this location had been selected over 17 months ago as the ideal
site for the proposed new center for the Salvation Army Citadel.
Dr. Roberts told of his personal support of the charitable work
of the Salvation Army and their need for a larger building in
which to carry on and expand their work in Sanford. A quarter
of a million dollars has been pledged locally for the construc-
tion of a 22,000 square foot building on Lots 1 through 24 of
Bonaventure Subdivision facing on Holly Avenue. This would be
a modern and decorative building to house a gymnasium, chaple,
office, class rooms and kitchen. He said that one of their
goals was to create a youth center, and stressed there would be
no residences, no bread lines, and no transients.
Mr. Harold Kastner, of the building committee of the Salvation
Army, next appeared before the board to support the rezoning
request. Mr. Kastner concurred with what Dr. Roberts had said
and added the Salvation Army had given 43 years of service to
the community from their present location and now needed a better
place. He thought the proposed building would be an asset to
the area.

Salvation Army Captain Lyons told the board of their need to
move from their cramped downtown facility to better handle the
many welfare cases that they have each day and to start a youth
program. He said this was the only available property in Sanford
big enough for their purpose.
Mr. Del Witt appeared to support the request for rezoning of
Lots 25 through 48 of Bonaventure Subdivision, as well as to con-
cur with Dr. Roberts and Mr. Kastner.
The Chairman asked if anyone wikhed to speak in opposition to the
rezoning request.
The following persons appeared before the board in opposition to
the rezoning request:

Jim Leonard, 2041 Holly Avenue
The Rev. J. T. Pitts, Church of God
William Shea, 2405 Holly Avenue
Martha Barnes, Holly Avenue
The Rev. J. T. Pitts said he was not opposed to the Salvation
Army locating in the area; but protested the rezoning to General
Commercial District. Mr. Keith, who said he had signatures from
all but two families living in the Holly Avenue area who were
opposed to the Salvation Army locating there, expressed concern
that the Salvation Army's presence would bring alcoholics into
the vicinity of their homes. The concensus of the people who
spoke in opposition was: they opposed a change to commercial
zoning for the area; did not oppose the Salvation Army itself,
but did oppose its locating in their residential area.
Chairman Arthur Harris thanked the people for attending this
public hearing. At this time he stepped down and Vice- Chairman
Philip Logan took the chair and presided for the remainder of
the meeting.
After much discussion, Mr. Harris made a motion to table con-
sideration of a recommendation to the City Commission on the
request for rezoning of Lots 1 through 24 of Bonaventure Subdi-
vision from SR -1, Single - Family Residential Dwelling, District
to GC -2, General Commercial, District, pending the adoption by
the City Commission of an amendment to the zoning ordinance which
would permit churches as a conditional use in all residential
zones. The motion was seconded by Mr. Franklin and carried.

After further discussion, Mr-Harris made the motion to recommend
to the City Commission the rezoning of Lots 25 through 48 of
Bonaventure Subdivision from SR -1, Single - Family Residential
Dwelling, District to GC -2, General Commercial, District. The
motion died for lack of a second, and the Chairman announced that
there was no recommendation to be made to the City Commission.
A Public Hearing was next held to consider a request for rezoning
as follows:
(a) Rezoning from SR -1, Single - Family Residential,Dweliing,
District to that of GC -2, General Commercial, District
that property described as the west k of Lot 1 -A,
Seminole Heights, and Lots 19 through 24 of Block 2,
Palm Terrace, generally described as located on the
northeast corner of the intersection:;of South Sanford
Avenue and 26th Street, Sanford, Florida.
(b) Rezoning from SR -1, Single - Family Residential,Dwelling,
District to that of MR -2, Multiple - Family Residential
Dwelling, District that property described as the east
of Lot,l -A, Seminole Heights, and Lots 34, 35 and 36 of
Block 2, Palm Terrace, generally described as located
on the northwest corner of the intersection of 26th
Street and Grandview Avenue, Sanford, Florida.
The Chairman asked if anyone wished to speak in favor of the
rezoning.
Mr. Ted William, the applicant, supported his request saying he
proposed to construct a shopping area for locating small busi-
nesses. Larry Williams, 2563 Sanford Avenue, also spoke in
favor of the rezoning.
The Chairman asked if anyone wished to speak in opposition to
the rezoning request.
Those appearing in opposition Were:
Nancy Smith, 2584 Sanford Avenue
James Gorry, 2592 Sanford Avenue
Donna Gair, 2594 Sanford Avenue
Irene Kelly, 2588 Sanford Avenue
All of the above were opposed to a change in zoning which would
increase traffic problems on Sanford Avenue.

Mr. Frank Price, Mr. Joe Morgan and the Rev. D. D. Elliott, all of
the Nazarene Church, raised objections to a change to commercial
zoning for this area because it is adjacent to the property on
which they have planned construction of a church.
After discussion, Mr. Berrien made a motion to deny forwarding a
recommendation for rezoning of the following property to the City
Commission:
The W� of Lot 1 -A, Seminole Heights and Lots 19 through
24 of Block 2, Palm Terrace, from SR -1, Single- Family
Residential,Distriet to that of GC -2, General Commercial,
District.
The E� of Lot 1 -A, Seminole Heights and Lots 34 and 36 of
Block 2, Palm Terrace, from SR -1, Single - Family Residential
Dwelling, District to that of MR -2, Multiple- Family Resi-
dential Dwelling, District.
The motion was seconded by Mr. Karns and carried.
Approtral of a site plan submitted by Wilco Construction company
for the second phh.se of Geneva Gardens could not be considered
as the plans, as submitted, were incomplete.
A Public Hearing was next held to consider rezoning from RC -1,
Restricted Commercial, District to that of GC -2, General Com-
mercial, District that property described as: Lots I through
19, Orange Heights Amended Plat; and Lots 156 through 160,
Sanford Heights Subdivision; and, Lots 1, 2 and 12 through 21,
Block 1, and Lots 1 through 4 and westerly part of Lot B,
Block 8, and Lots 1, 2, 3, 8 and 9, Block 9 of Highland Park
Subdivision; and Lots 1 through 24 of Boyds Subdivision; and
Lots 31 through 48, First Addition to Pinehurst Subdivision;
and the N. 132 ft of the W. 315 ft of the Sk of SWk of NEk
less E. 150 ft; and the S. 132 ft of N. 264 ft of W. 315 ft
of the Sk of SWk of NEk less E. 160 ft; and the W. 179.25 ft
of E. 212.25 ft of S. 166 ft of NWk; and the N. 55 ft of S.
166 ft of W. 100 ft of E. 312.25 ft of the NWk; and the W. 100
ft of E. 312.25 ft of S. 111 ft of NWk of Section 36, Township
195, Range 30E, Sanford, Seminole County, Florida.
Bing more generally described as located: Fronting on the
east side of French Avenue between 15th and 24th Street, and
between French and Maple Avenue and 18th Street and 22nd
Street, Sanford, Florida.
The Chairman announced that he would hear from anyone in favor
of, or against the rezoning of the above described area.

This public hearing was initiated by the Planning and Zoning Com-
mission with the idea that GC -2 General Commercial District might
be a more compatible zoning for the area.
The following spoke in opposition to a change in zoning:
Charles Benham, 605 West 20th Street
Kelly Smith, French and 18th Street
Al Payne, 410 Editha Circle
B. E. Purvis, 409 West 20th Street
Oscar Toler, 406 Editha Circle
Commissioner A. A. McClanahan, representing
ten families who had contacted him.
After discussion, Mr. Harris moved to recommend that the area as
described on the east side of French Avenue remain zoned RC -1,
Restricted Commercial, District. The motion was then withdrawn.
After further discussion, Mr. Harris moved to recommend that the
area on the west side of French Avenue between 18th Street and
22nd Street and between French Avenue and Maple Avenue be rezoned
from RC -1, Restricted Commercial, District to that of GC -2,
General Commercial, District. The motion was seconded by Mr.
Geischler. The Chairman then called for a vote and the motion
failed to carry.
On motion of Mr. Berrien, seconded by Mr. Harris and carried,
the date of April 5, 1973, was next set for a Public Hearing to
consider a request to rezone the east 300 feet of Lots 23 and 24
and south 45 feet of Lot A of Lake Minnie Estates from MR -1,
Multiple- Family Residential Dwelling, District to that of GC -2,
General Commercial, District.
There being no further business, on motion of Mr. Harris, seconded
by Mr. Berrien and carried, the meeting was adjourned.
