The meeting was called to order by the Chairman.
Mr. Brailey Odham presented the Sanora, Section II Plat
for consideration and after discussion and on motion of
Mr. Franklin, seconded by Mr. Coppock and duly carried
it was moved that a recommendation be made to the City
Commission that the Sanora, Section II Plat be approved
as submitted.
The Section IV Plat, Idyllwilde was submitted for con-
sideration by Mr. Kay Shoemaker and after discussion it
was moved by Mr. Logan that a recommendation be made to
the City Commission that this plat be approved and that
the developer be notified that no further approval of
additional plats would be made until the necessary open
space in the next section was provided. Seconded by

Mr. Blacksheare and duly carried. Mr. Davis abstained
from voting due to conflicting interests.
Mr. William Lord, Guilford Construction Company, Inc.,
appeared before the Commission to request that the property
lying south of West 25th Street and West of Georgia Avenue
less the northerly 341 feet be rezoned from an R -1A, Single
Family Dwelling Zone to that of an R -2, One and Two Family
Dwelling District. He presented sketches showing how the
proposed residential units would be constructed. A public
hearing was set for February 3, 1972 to hear this request.
Mr. Fred Ellinor submitted a letter to the Commission
requesting a zoning classification of the property located
on Highway 17 -92, south of the City Water Plant, north
of York Sporting Goods and adjoining Lake Ada to permit
the operation of a motel, restaurant and lounge. Chairman
Harris informed Mr. Ellinor that this property was on the
agenda to be zoned along with the other newly annexed
property on the west side of 17 -92.
A report regarding the PUD Development, Hidden Lake,
was presented by Mr. Risner, Building Official and it
was learned by the members that Mr. Dick Davis with
EDG Planning had met with him and that within the near
future the project would be getting under way.
Consideration for recently annexed property was next on
the agenda and after discussion it was moved by Mr. Logan
that a recommendation be made to the City Commission that
the property located on the west side of 17 -92, from Onora
Road south to the Movieland Theater, beginning at a point
1447.4 feet north 25 degrees 30 minutes east from the
intersection of the westerly right of way of State Road 15
& 600 with the south line of the Sanford Grant Line run:
North 64 degrees 30 minutes west 910 feet, north 25 degrees
30 minutes east 400 feet, south 64 degrees 30 minutes east
99.1 feet, north 25 degrees 30 minutes east 721.9 feet,

south 64 degrees 30 minutes east 200 feet, south 25 degrees
30 minutes west 59.34 feet to a point which is 530.9 feet
north 64 degrees 30 minutes west from the Westerly right
of way of U. S. 17 -92 south 64 degrees 30 minutes east to
the westerly right of way of State Road 15 & 600 south 25
degrees 30 minutes west to point of beginning, less part
in right of way of U. S. 17 -92 and from a point on the
westerly right of way of State Road 15 & 600 which is 18.91
chains west & 8.23 chains north of the southeast corner of
northeast k of the southeast k run north 64 degrees 30
minutes west 129.1 feet, north 25 degrees 30 minutes east
1383.36 feet from point of beginning, thence run north
64 degrees 30 minutes west 530.0 feet, northerly parallel
to the east line of section 11 to the north line of section
11, easterly to the northeast corner of said section 11,
southerly along east line said section 11 to the intersection
of the east line of section 11 with the westerly right of
way line of U. S. 17 -92, southwesterly along the right of
way U. S. 17 -92 to Point of Beginning, less that part
lying northeasterly of Onora - Grapeville Road, be rezoned
from an R -IAA, Single Family Dwelling Zone.to that of a
C -1, Neighborhood Commercial with the exception of the
following property, from a point 18.91 chains west and
8.23 chains north of the southeast corner of the northeast
k of the southeast k Section 11, Township 20, South, Rang6
30 east; run north 64 degrees 30 minutes west 120.1 feet,
north 25 degrees 30 minutes east 600.66 feet for point of
beginning: thence run north 64 degrees 30 minutes west
530.9 feet, north 25 degrees 30 minutes east 782.38 feet,
south 64 degrees 30 minutes east 530.0 feet, south 25 degrees
30 minutes west 782.38 to Point of Beginning, ( this includes
Harcar Aluminum, Butte Knit, York Sporting Goods and the
property on which the City Water Plant is built) and this
be rezoned to an M -1, Light Industrial lone. Seconded by
Mr. Hollingsworth and duly carried.
A short discussion followed regarding the Annexation Study
and it was learned that the City Commission is reviewing
all the information submitted and will soom determine the
necessary fee for each developer.

After discussion regarding the fact that developers could
circumvent the fee as set forth in the amendment to the
Subdivision Regulations by applying for two permits at
a time or by having the owner obtain the permit it was
moved by Mr. Coppock, seconded by Mr. Logan and carried
that a recommendation be made to the City Commission
that any person or developer building on any lot, whether
one or more, be required to put in escrow with the City
of Sanford a sum equal to his share of the costs of the
street paving that would be charged to his development.
There being no further business the meeting was adjourned.
