The meeting was called to order by the Chairman.
The first item of business was a report on the Workable
Program by the City Planner. He advised the commission
that after review and approval of the Zoning and Planning
Commission and the Citizens' Advisory Committee it would
be ready for submission to the City Commission and upon
their approval to the Federal Government. He pointed
out that there were three main reasons that the City of
Sanford was not recertified - -, that records were not
kept according to the Minimum Housing Code, ( records were
kept according to the Building Code), that there were no
housing for displaced persons, and that the Building Official
had not been able to enforce the Minimum Housing Code.
He further stated that a minimum housing code inspector
would be needed for the enforcement of this program. After
discussion and on recommendation of the City Planner it was
moved that a recommendation be made to the City Commission
that the Building official be authorized to enforce the
previously adopted Minimum Housing Code. Motion made by
Mr. Logan, seconded by Mr. Karns and duly carried.

Consideration was given to the completed Workable Program
and upon motion of Mr. Logan, second by Mr. Coppock and
carried it was moved that a recommendation be made to the
City Commission that the Workable Program be adopted and
submitted to HUD.
Mr. Hank Johnson appeared before the Commission to determine
the steps necessary to be able to put a sewing factory at
the north west corner of Celery and Cypress Ave. Mr. Johnson
was advised to make a formal application for rezoning as this
type of business would require an M -1 zoning.
Consideration was given to the preliminary plat of West 25th
Street for Mr. Brailey Odham. The Building Official pointed
out that the changes had been made on the plat as requested
at the last meeting of the Zoning and Planning Commission.
After discussion and on motion of Mr. Coppock, second by Mr.
Franklin and carried it was moved that a recommendation be
made to the City Commission that the preliminary plat of
West 25th Street Subdivision be accepted as submitted.
Consideration was given to the preparation by the City Planner
of the Neighborhood Development Program application. After
discussion and on motion of Mr. Karns, second by Mr. Coppock
it was moved that a recommendation be made to the City Com-
mission to authorize an expenditure of $1200 to be paid to
Mr. Gerald Dake of Gerald Dake Associates for the preparation
of the Neighborhood Development Program application.
The proposed Comprehensive Zoning Regulations were next
discussed and a few minor changes were made. The final draft
of the Zoning Regulations will be presented at the next meeting.
There being no further business the meeting was adjourned.
