ZONING AND PLANNING COMMISSION

A general discussion period of the new proposed zoning
map was held from 7:00 P.M. till 8:00 P.M.
Chairman Harris called the meeting into executive session
at 8:00 P.M.
The first item of business was a public hearing to consider
amendment in certain district and boundaries of the Zoning
Ordinance in accordance with notice published in the Sanford
Herald being more specifically described as Lot 3, Block 17,
Chapman and Tucker's Addition ( 505 East Third Street). A
request was submitted to rezone from an R -5, One and Two
Family District to a C -2, General Commercial Zoned District.
Chairman Harris asked if anyone wished to appear in favor
or in opposition of this request.
Mrs. Avie Mills - 319 Cypress Avenue, representing her
mother appeared to voice opposition to the rezoning.
After discussivn;ad on motion of Mr. Franklin, second
by Mr. Logan and duly carried it was noted that the request
be denied to rezone Lot 3, Block 17, Chapman and Tuckers
Addition from an R -5, one and Two Family to a C -2, General
Commercial zone as this would constitute spot zoning and
would be illegal.

A Public Hearing to consider rezoning from R -IA„ Single
Family Zoned District to that of an R -3, Multiple Family
a parcel of land consisting of about 26 acres lying north
of Lake Mary Boulevard and east of ACL Railroad (Lake
Mary Estates)was next on the agenda.
Chairman Harris asked if anyone wished to appear in favor
or in opposition of the rezoning.
Mr. Nicholson appeared in favor of the rezoning. He ex-
plained that his plan included the changes as requested by
the Commission at the previous meeting: 1) remove the
canal 2) eliminate the two road system onto Lake Mary Boulevard
3) provide additional green area ( 6 acres)
No one appeared in opposition of the rezoning.
After consideration and on motion of Mr. Berrien, second
by Mr. Logan and carried, it was moved that a recommendation
be made to the City Commission that the property located
North of Lake Mary Boulevard and east of ACL Railroad (Lake
Mary Estates) be rezoned from an R -lAA Zone, Single Family
Dwelling to a R -3, Multiple Family Dwelling, with the
stipulation that there be no more than twelve units per
acre erected.
A letter of resignation was submitted from Mr. Dale Coppock
and after discussion and consideration it was moved by Mr.
Blacksheare, second by Mr. Berrien and duly carried that
a recommendation be made to the City Commission that the
name of Garnet White be submitted to the City Commission
to fill the vacancy left by Mr. Coppock.
After discussion of the traffic hazard at 25th Street and
French Avenue the Building Official was authorized to write
a letter to the manager of the.Winn Dixie Store at 2438
French Avenue to encourage them to close the entrance nearest
to French Avenue on the 25th Street side so as to help
eliminate part of the traffic hazard at this intersection.
A letter was submitted from Mr. Frank P. Beal regarding
advisability of annexing the portion of property located
south of the Sanford Airport (Legal description being,

multi - family because of the residential nature of the
property in this area. Second by Mr. Berrien and duly
carried.
The City Planner was authorized to prepare a report for the
City Commission explaining this action.
Consideration was next given to the zoning of the recently
annexed Williams property south of Onora Road legal description
being Parcel 1: Government Lot 1, Section 12, Township 20
South, Range 30 East, LESS the north 660 feet, and LESS,
begin 1874.6 feet East and 660 feet South of the NW corner
of Section 12, Township 20 South, Range 30 East, run South
363 feet,thence East 737 feet more or less to the 'h line
of said Section 12, thence North along said line 363 feet,
thence West 737 feet to point of beginning;
Government Lot 2, Section 12, Township 20 South, Range 30
East, LESS the South 990 feet of the East 660 feet;
Government Lot 3, Section 12, Township 20 South, Range 30
East;
Begin at a point 660 feet South, 1499.6 feet East of the
NW corner of Section 12, Township 20 South, Range 30 East,

After discussion it was the consensus of the Zoning and
Planning Commission that they would be in favor of zoning
this property and what is known as the Farmers Market
(Auction barn)

as a Planned Unit Development with the portion for apartments
to be limited from 16 to 18 units per acre.
The City Planner report on the City of Sanford's Workable
Program. It was learned that a letter from the HUD office
had been written requesting additional information: 1) Who
had been appointed as the Relocation Committee for displaced
persons and ... 2) If the Equal Opportunity for housing
was being enforced. Mr. Dake explained that this information
would be forwarded to the HUD office immediately.
A discussion followed as to when the proposed Zoning Ordinance
and the Zoning Map would be completed. The City Planner
relayed that this would be ready within a few days and a
public hearing was set for July 6, 1972 to review same.
There being no further business the meeting was adjourned.
