Chairman Harris called the meeting into executive session at
8 :00 P. M.
Chairman Harris stated the basic changes in the Zoning Ordiance:
a. Changes in density
b. Changes in house size
c. Noise control level
d. Smoke control level
e. Added Site Plan Approval
f. Added Mobile Home Section on Parks and Subdivisions
g. Separate ordinance for PUD
h. Section for Multiple Family residential, Office &
Institutional District (RM01)
i. Changed where service stations can be located.
Chairman Harris asked if anyone in the audience had any questions
concerning the proposed ordinance.

Mr. Aubrey Franks
2601 S. Sanford Avenue
Sanford, Florida.
Mr. Franks owns a barber shop at this location, which is not
zoned commercial in the City.
Chairman Harris informed Mr. Franks that the City Commission
did zone the area R -1. Chairman Harris also assured Mr.
Franks that he could continue in business for as long as he
wanted, but if he went out of business for six months, he
could not start again.
Mr. Mel Silverman
Mr. Silverman owns a parcel of land which has been zoned MR -2
and four acres on Georgia and Ridgewood which is zoned MR -1.
Chairman Harris informed Mr. Silverman this property has
been annexed about three to four months ago.
Dean Stephens
1903 W. 3rd St.
Sanford, Florida
Mrs. Stephens would like Persimmon, Second,Third Street and
Tamarind, the entire block to be zoned commercial, but
would appreciate any consideratioritthe board would give.
Mrs. Stephens presented a petition signed by neighbors and
adjoining business stating no opposition to the rezoning, and
would like to have it presented to the City Commission.
Motion was made to present the request to the City Commission
to rezone to commercial.
Miss Amy Anderson
2013 Washington Street
Sanford, Florida
Miss Anderson purchased property at 514 Mellonville and would
like to put a Real Estate Office on this property. The Block
on the north has been rezoned RMOI and there is no Real
Estate Business in MR -2 zone, which is multi - family.

The board is concerned with an increase in traffic and parking
problems in that area. Miss Anderson stated she could have a
back entrance, plus she's worked alone with no salesmen for
fourteubn years and could foresee no such problems.
Chairman Harris said once they rezoned an area they have no
control over it. She could sell out tomorrow and someone else
could build a business that would create such a problem and
there would be nothing they could do about it.
Mr. Dake says SRl -AA is a no commercial strip and if rezoned
RMOI it would open the door to business.
The board discussed the matter in more detail and it was de-
cided to deny the request for rezoning.
Mr. Dick Ashville
Orlando, Florida
Mr. Ashville owns property at San Marcos and San Lucas. The
problem is these are 50ft lots and 75ft is required to build
a Duplex. Right now in the Duplex there is a required 700sq
ft. living area and the same for a quadplex. He would like to
see 900sq.ft. for a two bedroom, two bath, and 40ft. deducted
for a two bedroom, one bath.
Mr. Dake suggested the need to study the area more.
Miss Rosey Robinson

Sanford, Florida
The property at 28th place and Palmetto is in the county, can be
annexed if Contiguous. Mr. Lin Risner suggested Miss Robinson
call the Building Department with a legal description and find
out if the area can be zoned multi - family.

Next on the agenda was the going over and lising of the changes
to the New Proposed Zoning Ordinance:
1. Page 15 - Sec.3 - Item E
a. Minimum required side yard - 10 ft or 10 %of the
width whichever is greater.
2. Page 17 - Item F
a. Minimum required living area: 900 sq. ft.
3. Page 18 Sec. 3 - Item E
a. Each travelway shall be paved a minimum of 10' in
width
4. Page 18 Sec.3 Item G
a. Individual laundry facilities shall be located
within the mobile or modular, or within an app-
roved utility structure
5. Page 19 - CC
a. Minimum park width ; 100 ft on public street
6. Page 19 -DD
a. Minimum yard requirements:
1. 25 ft from any exterior boundary line of the park
site to nearest mobile or modular home
2. Minimum 10 ft front yard setback from edge of
roadway
7. Page 20 - Item C
a. Multiple family residential structures including
condominimums
8. Page 21 Sec. 3 Item A
A7 Minimum required lot area shall be 7,500 sq ft for
the first two dwelling units and 3,600 sq ft for
each additional unit that is added.
9. Page 22 Item E
a. Minimum required side yard on each side of the
structure shall not be less than ten feet for the
first story and twenty feet for a two story struc-
ture
9. Page 48 Item 7
a. Buffer Areas, wherever a commercial use abuts a
residentially zoned area, the commercial use
shall provide and maintain an appropriate site -
proof fence for noise, and objectionable uses
and conditions

Mr. Dake inquired as to the fee for reviewing a PUD. Mr.
Risner said PUD as now adopted, there is a $50.00 Residential
fee and a $75.00 Commercial. Mr. Dake doesnot feel that this
is enough.
A letter was submitted by Amy Anderson from Shubert Construction.

Dear Amy:
As per our conversation on Friday, July 28, regarding the
40 lots on 25th Street in Sanford; I am going to be out of town
the first week in August, and it is my understanding that the
Zoning Board is going to meet Thursday, August 3. Being I have
not'had time to get my plans finalized, I would like it brought
to their attention that our intentions are to build medium
priced rental apartments on this property, townhouse type we
believe. We would like to know from them how long after plan
submittal it would take to get the entire, not ;just the front,
rezoned to R -3. Also, the 14 foot utility easement in the
center of the property needs to be removed altogether.
Your assistance in helping expedite this matter would be
greatly appreciated. Thanking you very much, I remain

After discussion it was the board decision to leave in SR -1
zoning.
Mr. David Berrien made motion to recommend the New Proposed
Zoning Ordiance "to the City Commission. Seconded by Mr.
Phillip Logan and duly carried.

It was requested that Mr. Dake try to transfer the zoning map
to a smaller scale, for convience.
Motion made by David Berrien and seconded by Jeff Davis, and
duly carried to recommend the map to the City Commission for
adoption.
Chairman Harris also suggested to the Board and Mr. Knowles
that since Mr. Bert Hollingsworth had not attended a meeting
since February 3, 1972, that he be asked to resign.
There being no further business the meeting was adjourned.
