Knowles, City Manager Mack LaZenby, City Engineer Gerald Dake, City Planner Gordon Meyer, City Commissioner The meeting was called to order by Arthur Harris, who introduced the first item on,the agenda, the New Plat for Lake Mary Estates. Known as the Jackman and Nicholson Property, it is located North of Lake Mary Boulevard and East of the A.CL Railroad. Chairman Harris, considering the fact that the plat was not what the Commission had previously approved, and did not contain a park area, recommended that the City Engineer send the plat back until these changes have been made. The next item of business was with Drefus Inter - State Development representative Mr. Reddington who presented a previously shown land plan for Carriage Cove. This project will be located South of Airport Blvd., East of 17 -92, and North of the Old Orlando Highway. Mr. Reddington's approved Mobile Home Park will consist of approx- imately 87 acres, 85k of which will contain Mobile Homes, with 1k acres in community develop- ment. There will be 460 lots, density being 5.4 per acre. Planning and Zoning Commission November 16, 1972 Page 2 Eighty -five (85) percent of the lots will have a frontage, with a typical lot size being 45'x 85.' Sites will be rented. Eight (8) acres will be reserved for recreation, and 3.8 acres will suffice for a major community center. He explained there will be a mound buffer between Carriage Cove and the existing trailer park to the south. A minimum of a 25' buffer will be maintained around the entire park. Chairman Harris questioned the access point from the north for fire - trucks, etc., which would need a roadway. It was explained by Mr. Reddington that 2 exits would be provided. The Chairman suggested a 50' right -of -way in place of the proposed 45' right -of -way. Gerald Dake noted it was very important for a sidewalk to be provided from the park and recreation area to the street and site areas. When questioned about the radius of culdesacs in this project, Mr. Reddington explained "his" culdesacs are 25' in radius and are quite ample. Another question posed by Gerald Dake was in reference to refuse and the placing of garbage cans. Mr. Reddington noted that each trailer would have its own garbage cans, with bins being possibly placed along a wooded area of the project. Gerald Dake suggested it be marked on the final plat that the woods will remain for open space. All members of the Commission agreed that the preliminary site plan was of a good nature, and that December 7th would be the final approval if all plans were submitted and approved. The Commission asked that an over -all drainage plan, showing water distribution and all phases of development be submitted. The third item of business was a plot plan presented by Garnett White. This building would be located on Commercial Avenue, between Laurel Avenue and French Avenue. The building would contain 3,000 square feet and would be of a service nature. No site plan was presented at this time, and Chairman Harris explained all plans require a site plan. In reply to Gerald Dake's question about parking, Mr. White stated one space per each 200 square feet of office area would be provided. Chairman Harris recommended he draw up his site plan and present it to the Commission. Mr. Vernon Mize was present with drawings of his proposed 41 acre condominium complex to be located on the South shore of Lake Minnie. He explained the City has not annexed this property as yet, but that the date for the public hearing was set for the 27th of this month. Mr. Mize would like this property zoned MR -1. After a brief discussion, it was moved by Victor Gischler and seconded by Rudy Sloan, to recommend to the City Commission that this property be zoned MR -1. The Commission recommended to Mr. Mize that he either have a nice buffer or a row of single story units along the rear of this project, which abuts a single family residential districts. Downtown Fire Districts was the next topic for discussion. Mr. Lin Risner, Zoning Official, stated that in the proposed SC -3 zone there are no density limitations and suggested that the Commission consider a fire district for this particular area. Mr. Risner was asked to submit specific plans for Fire Districts at the next regular scheduled meeting, December 7. Gerald Dake explained a change on Page 25 of the New Zoning Ordinance, Article 4, "Density Controls," Article 2 (a), be changed as follows: 3,750 square feet be changed to 2,500 square feet to coincide with MR -2 requirements. Planning and Zoning Commission November 16, 1972 Page 4 The City Commission has asked that the Planning and Zoning Commission enlarge its study of annex- ation so as to provide an in depth schedule of annexation and the providing of services to the areas of Ravenna Park, Locharbor, Lake Mary, Tee and Green, etc. City Manager W.E. Knowles, ex- plained that Lake Mary Residents have spoken to the Mayor and asked if they could be annexed and if so, how soon, and how long before public services could be rendered to this area. The Commission has asked that the City Engineer and Zoning Official prepare some information for review and study, and called a special meeting of the same at 7 O'clock, November 30, 1972, that they might set up time tables, cost lists, etc. An application blank to use with the Development Site Plan and criteria to refer to for Site Plan Approval will also be discussed at this time.
