The meeting was called to order by the Chairman.
Due to the absence of Mr. Darwin Nutt, developer of
Washington Oaks Subdivision, the planned discussion
regarding the subdivision drainage was tabled until
such time as Mr. Nutt could be present.
Discussion of the Subdivision Regulations, Section
104: Definitions, Number 2 - Subdivision - was considered
and it was the concensus of the committee that a developer
or builder could build an unlimited number of buildings on
unpaved streets without being required to pave the streets
if the area had been subdivided and platted previously,
deeming this section of the Ordinance to apply only to
new subdivision.

Consideration of further street paving was discussed and it
was again noted that the drainage program should be entered
into before any paving could be done. A question arose
as to whether or not a bond issue should be brought up at
this time and the City Manager was asked to comment. He cited
a need to review the Capital Improvements as drawn up by the
City Planner and to establish priority, based on need, for
these projects. He advised the members of many things that
are needed now in addition to paving and drainage such as a
Security Complex, Sewage Treatment Plant and countless others
and that the money was not there to undertake these projects.
He pointed out that 507.of the property within the City of
Sanford is not taxable, therefore, imposing higher taxes on
the residential home owner and in his opinion the people
were not going to vote any more tax upon themselves.
It was suggested by the City Planner that we take no action
at this time on the bond issue and after completion of our
Plan the street paving project would be discussed again.
A proposal submitted by Gerald Dake Associates to update
the City Zoning Ordinance as outlined in his letter of
January 22, 1971 for a maximum sum of $3,500 including
the sign ordinance, was next taken into consideration and
on motion of Mr. Rowe it was moved that the Zoning and Planning
Commission recommend to the City Commission that the proposal
be accepted and that we continue the existing contract between
the City of Sanford and the Gerald Dake Associates and that
money be set aside in the corning budget to provide for both
of these. Seconded by Mr. Berrien and carried with a unanimous
vote.
The Sign Sub - Committee presented each member with the proposed
Sign Ordinance and a copy of the changes as recommended by
the sub - committee. Since there was not a full board in
attendance it was decided that the Ordinance would be studied
at the next meeting so that each member would have a chance
to review it.
Recertification of the Workable Program was discussed and the
Building Official informed the Board that the various codes
had been presented to the City Commission for adoption and
at the present time he was working on the Condemnation Program.
The City Planner will complete his portion of the work within
the next week and then.he and the Building Official will compile
the needed information for submission to HUD no later than
May 1, 1971.
