The meeting was called to order by Chairman Arthur Harris.
The first item of business was the public hearing to
consider a request of Mr. Garfield Walker to rezone
the lot at 801 E. Fourth Street from R -2, One and Two
Family Dwelling District to that of a C -1, Neighborhood
Commercial. Notices were sent to property owners
within 300 feet of the property asking to be rezoned.
Mr. Harris asked for comments from those in favor of
the rezoning.
Mr. Garfield Walker said that he wanted to put a con-
venience store on the property in question by addifig
twenty feet to the present building.
Since there were no others present to speak in favor
of the request, Chairman Harris asked for anyone to
speak in oppositiot'_of'the request.

Mrs. Wade Singletary, 814 East 4th Street presented
a petition signed by 36 property owners in the area
and the petition asked that the request for rezoning
be denied. Mrs. Singletary stated that their reasons
were dtie to their presently having a traffic hazard
in the area; that there were at least five stores
within five blocks of this corner of the housing
project; that once it is zoned that anything can go
into the building if it should fail; and that there
is no guarantee that the store will not sell beer and
wine.
Mr. T. S. Allen, 803 East 2nd Street rose to ask why
he did not receive a notice and also why did Dr. Roberts
have the whole area rezoned. He objected to the
requested rezoning.
Mrs. Ruth Bennett, 810 E. 4th Street objected to the
requested rezoning due to the fact there was no guarantee
that they would not sell beer and wine there and that
people living in public housing projects are the type
that would drink and that this would run the neighborhood
down.
Mrs. Agnes Cranston, 806 E. 4th Street, objected as
she lives alone and the proposed use would bring people
in and out of the area at all hours.
Mr. H. H. Monteith, Chairman of the Housing Authority
stated that they do not feel that there is a need for
any more convenience store type service in this area
and that it would be a detriment to the area.
The Commission held the discussion until they were in
a later section of the meeting.
Mr. Bert Hollingsworth moved that the requested rezoning
be denied. This was seconded by Mr. Jim Rowe and the
motion passed.
The request for a public hearing to rezone the south
18 feet of Lot 38 and Lots 39 -42, Pine Heights from
R -3 to C -1. A public hearing was set for May 20, 1971
on a motion by Jim Rowe and seconded by Dave Berrien
and the motion passed.

The procedure for the approval of the proposed land
use plan was next discussed and Mr. Dave Berrien moved
to invite the City Commission to the May 20th meeting
as a workshop meeting to consider adopting the land
use plan as the official plan of the City. This was
seconded by Mr. Jim Rowe and passed.
A lengthy discussion and review was next held on the
capital improvement list with the city planner and he
was to have the revised list ready for review at the
May 20th meeting.
There being no further business, the meeting was adjourned.
