After consideration and on motion of Mr. Davis it was moved
that the Zoning and Planning Commission forward a recommendation
for a denial of the request to the City Commission. Seconded

Chairman Harris called the meeting to order.

The first item of business was the holding of a public hearing
to consider rezoning Lots 39 -40 -41 and 42 and the South 18' of
Lot 38, Pine Heights Subdivision from the present R -3, Multiple
Family District to C -1, Neighborhood Commercial District. This

After consideration and on motion of Mr. Davis it was moved

by Mr. Berrien and carried with a unanimous vote.
A public hearing was held next on the rezoning of Lots 1 -3 -5,
Amended Plat, Lanes Addition from the present R -lA, Single Family
Residential District to R -3, Multiple Family District. (South-
east corner of 23rd Street and Oak Avenue.)
Chairman Harris asked if anyone wished to speak in favor of the
rezoning. Mr. McClannahan, Real Estate Agent and Mr. Ray
Crank, prospective buyer, appeared to explain the proposed use
of the land. They showed a drawing of the proposed apartment
complex and answered questions from the audience and Commission
members.
At this time all those objecting to the rezoning were asked to
voice their objections.
Mr. Joseph Spaulding - 2307 Oak Ave. objected.
Mr. John Shepherd, 2209 Oak Ave. objected.
Mr. Austin Knight - 2203 Oak Ave. objected.
Mrs. Mary Hall - owned property to the south of
the proposed rezoning objected.
Mrs. Jean Jacoby, 2400 Oak Avenue appeared to
oppose the rezoning and brought with her a copy of
a complaint as follows:
We, the undersigned do not approve of the change and
amendment to the Zoning Ordinance of the City of Sanford, Seminole
County, Florida of the property: Lots 1 -3 -5, Lanes Addition
Amended Plat, Sanford, Seminole County, Florida from R -1A to R -3,
Multiple Family Dwelling District.

Following the presentation of this petition the following
voiced further opposition of the rezoning:
Mr. Jack Stemper 2310 Revona Court objected.
Mr. Martin Stinecipher 2404 Oak Avenue objected.
Minnie B. Kratzert 2400 Park Avenue
Mr. Anthony J. Chesna objected
After consideration Mr. Conklin moved that a recommendation
be forwarded to the City Commission that the rezoning be
denied. Seconded by Mr. Berrien and carried. Mr. Karns
abstained from voting due to the fact that he resided within
the surrounding area. This rezoning did not correspond with
the proposed land use map.
A request for zoning classification of the recently annexed
property lying west of Highway 17 -92 and north of Onora
Road (Grapeville Road Extension) was submitted and on motion
of Mr. Karns, seconded by Mr. Rowe and carried it was moved
that the Zoning and Planning Commission recommend to the
City Commission that this property be zoned R -3, Multiple
Family District.
Consideration was given to a request for a nursery school
operation at 1803 Holly Avenue as a conditional use in an
R -1A, Single Family Residential District. After discussion
and on motion of Mr. Karns, seconded by Mr. Rowe and carried
it was moved that a recommendation to the City Commission
be sent and the request be denied due to the small area in
which the children would be confined and that other nurseries
were already in the area.

Mr. Conklin questioned the policy of the Zoning and Planning
Commission of holding a decision on a rezoning request until
after the audience had been dismissed. After discussion
it was decided that this would be tabled until the next
meeting so as to give each member time to evaluate the policy
and make a decision as to how it should be handled in the
future.
There being no further business the meeting was adjourned.

and Planning Commission to meet with the City
Commission on Wednesday, June 9, 1971 at 11 :00
in the City Commission Room. Lunch will be
