Chairman Harris called the meeting to order.
The first item of business was the holding of a public hearing
to consider rezoning the South 153' of Block 6, Rosalind Heights
less South 10' for Onora Road Right of Way. (S. 153' of Lots
17 -18, All of Lots 15 -16 and S. 37.5' of Lot 14) from the present
R -2 One and Two Family Dwelling District to R -3 Multiple Family
Dwelling District. General location being at the northwest
corner of Onora Road and Magnolia Avenue.
Chairman Harris asked if anyone would care to speak in favor of
the rezoning. Mr. Ray Crank, 2606 Yucca Street, Orlando, Florida,
owner and developer of the property, presented an artist sketch
of the proposed apartment complex. Mr. Crank stated the complex
would house eighteen to twenty units. Also it would be land-
scaped with the possibility of a swimming pool.

The following appeared to oppose the rezoning of the area:
Mr. John A. Russell - 3030 Magnolia Avenue
Mr. Robert H. Gordon - 3007 Park Avenue
Mr. William R. Burkart - 107 E. Onora Road
Mr. Treuman Wages - 3005 Park Avenue
The main opposition being the increase of traffic in the
immediate area.
After consideration Mr. Davis moved that a recommendation be
forwarded to the City Commission that the rezoning be denied.
Seconded by Mr. Blacksheare and carried. This rezoning did
not correspond with the proposed General Land Use Plan and
Map that has been recommended to the City Commission.
A second public hearing was held to consider rezoning Lots
1 -2 -3, Block 13, Third Section of Dreamwold from the present
R -JA Single Family Residential District to R -3 Multiple Family
Dwelling District. General location being on the North side
of 25th. Street between Maple and Holly Avenue.
Chairman Harris asked if anyone would care to speak in favor
of the rezoning. Mr. B. C. Pyle, 1301 Stratford Road, Maitland,
Florida, attorney representing Mr. Morgan, spoke briefly on the
need for professional office space and that it would be in con-
junction with the General Land Use Plan and Map. He also
pointed out that there would be one entrance, being on Holly
Avenue, therefore no curb cuts would be required.
Mr. Knowles pointed out that the request for rezoning for the
purpose of erecting professional office space was not in
conjunction with the General Land Use Plan and Map.
The following appeared to oppose the rezoning of the area:
Mr. Berl D. Henson - 2455 Cedar Avenue
Mr. John L. Richards - 2451 Cedar Avenue
The main opposition being the increase of traffic in the area
and after being rezoned the owner, if he desired, could erect
an apartment complex or any other use allowed in tIm R -3
classification.

After consideration and on motion of Mr. Blacksheare it was
moved that the Zoning and Planning Commission forward a re-
commendation for approval to the City Commission. Seconded
by Mr. Davis and carried with a unanimous vote.
A third public hearing was held next on the rezoning of Lots
1- 2- 18 -19 -20 and South 20' of Lot 17, Block 12, Third Section
of Dreamwold from present R -lA Single Family Residential
District to R -3 Multiple Family Dwelling District. General
location being on the North side of 25th. Street, between
Holly and Cedar Avenue.
Chairman Harris asked if anyone wished to speak in favor of
the rezoning. Mr. B. C. Pete, 1301 Stratford Road, Maitland,
Florida,co -owner of the property, spoke on the proposed apart-
ment complex. The complex will house one and two family
apartments with fourteen to twenty -eight units, sewer and
water is available and will only require one curb cut. At
this point Mr. Dake recommended that point of entrance should
not be on 25th. Street but should be on Holly or Cedar Avenue.
Mr. Risner stated that since 25th. Street was.a State Road
right of way, and if the owner requested curb cuts from the
State for entrance on 25th. Street there would be no recourse
for the City.

After lengthy diseussian._.and on motion of Mr. Karns it was
moved to table the action until the next regularly. scheduled
meeting to allow time to contact the developer for a site plan
and see if he would be agreeable to the point of entrance being
on Hol ly or Cedar Avenue. Seconded by Mr. Blacksheare and
carried.

The next item of business being a request for zoning classifi-
cation of the recently annexed Idyllwilde, Section 3 Subdivision
was submitted and on motion of Mr. Karns, seconded by Mr. Berrien
and carried it was moved that the Zoning and Planning Commission
recommend to the City Commission that this property be zoned
R -lAA One Family Dwelling District.
Consideration was given to the Preliminary Plat of Twenty West
Subdivision, general location being between West 20th. Street
and 24th. Street and Chase and Georgia Avenue. Present zoning
is R -1 Single Family District. After discussion and on motion
of Mr. Blacksheare, seconded by Mr. Karns and carried the Pre-
liminary Plat was approved subject to approval of the utility
system by the City Engineer and with two recommendations to
the developer; that he change the street name of Mitch Avenue
to Hartwell Avenue to conform with the present street pattern
of the area and determine if the South 25' of the Subdivision
is dedicated as 24th. Street right of way.
A general discussion was held on the present procedures for
holding Public Hearings as to the fee involved being inadequate
for the time involved in determining owners, legal descriptions,
processing and mailing of notices. Also Seminole County does
all tax collecting and assessing of property for the City now,
so it would require someone to obtain property owners and
legal descriptions from the county court house. Mr. Dake
thought the fee should be around $50.00, that the City of
Jacksonville charged a fee of $75.00 and required the applicant
to present a map with the list of property owners in the
vicinity. Then the Building Official sends out the necessary
notices. Mr. Risser pointed out that it took fifteen to
eighteen man hours to collect the proper material for the
three public hearings held tonight. Our present fee now is
set at $20.00 and this is to cover the legal ad and personnel.
It was decided to table any action with a request from Mr. Karns
that a report be presented from the Building Official to the
Board as to the following:
1. Amount of Deposit
2. Cost of Legal Ads
3. Number of Hours Required Compiling Information
4. Cost of Postage

After a short discussion on the preliminary draft of the new
Sign Ordinance it was decided due to the time involved to
consider each proposed change to set up a meeting for Tuesday,
June 22, 1971, in the City Commission Room with the Sign
Committee, Mr. Dake, Mr. Risner and Mr. Rollins.
Since the City Commission has approved the General Land Use
Plan and Mr. Dake stated he is available now to prepare and
update the current Zoning Ordinance a motion was made by
Mr. Karns, seconded by Mr. Berrien and carried to recommend
to the City Commission that Mr. Dake's contract be extended
for an amount not to exceed $3,500.00 with provisions for
partial payment prior to the 1971 -72 budget year. This will
enable Mr. Dake to begin immediately to prepare and update
the Zoning Ordinance. Mr. Dake indicated it will require
four to six months to complete.
There being no further business the meeting was adjourned.
