The meeting was called to order by the Chairman and the
first item of business was consideration of a request
that was tabled at the June 17th meeting concerning the
rezoning of Lots 1,2,18,19,20 and south 20' of Lot 17,
Block 12, Third Section of Dreamwold from the present
R -lA , Single Family Dwelling District to R -3, Multiple
Family Zoned District.
Mr. B. C..Pyle, 1301 Stratford Road, Maitland, Florida
co -owner of the property presented a plan showing the
layout of the proposed building and explained to the
members that the following changes had been made since
presentation at the last meeting; reduced the number of
apartments, thus meeting the off - street parking requirements,
eliminpted the entrance from the 25th Street side and have
made plans to fence the area.
After consideration and on motion of Mr. Karns, it was
moved that a recommendation be forwarded to the City
Commission to rezone Lots 1,2,18,19,20 and south 20' of
Lot 17, Block 12, Third Section of Dreamwold from the
present R -lA, Single Family Dwelling District to R -3,
Multiple Family. Seconded by Mr. Davis and duly carried.

A report from the Sign Committee was presented and it was
learned that two very profitable meetings had been held
with Mr. Duffy, attorney for the State Sign Association
and a member of the sign industry and approximately 3/4
of the ordinance had been covered. It was the concensus
of the committee that after one more meeting the ordinance
would be ready to submit to the City Attorney for review
and then back to the full board of the Planning and Zoning
for further action.
The Building Official next submitted a report concerning
the time and expenses incurred by the City in holding
a public hearing for change of zoning requests.
After a lengthy study involving these costs Mr. Risner
submitted the following figures.

Upon consideration of these figures by the Board, Mr. Karns moved
that the Zoning and Planning Commission recommend to the City
Commission that Item 3 of the Rules and Regulations for a Rezoning
Classification as set forth by the Zoning and Planning Commission
of the City of Sanford, Florida be changed to read:
At the time the application is signed, the applicant shall deposit
with the City a sum of seventy five ($75.00) dollars and if notifi-
cation of more than thirty property owners are involved then an
additional twenty five ($25.00) dollars will be charged. These
fees are to pay all administrative costs, including the cost of a
"Notice to the Public" advertisement in the Sanford Herald. This
Public Hearing publication shall be published forty -eight (48) hours
prior to the Zoning and Planning Commission's public hearing. The
purpose being to notify the people of the community that a request
for a change of zoning classification has been applied for and that
on the date stated in the advertisement the Zoning and Planning
Commission shall hold a Public Hearing concerning the property
in question.
And further that Item 6 be changed to read:
In case the Zoning and Planning Commission denies the applicant's
request for a change of zoning classification.and the City
Commission does not hold a public hearing twenty five (25) percent
of the total fee will be refunded to the applicant. Seconded
by Mr. Rowe and carried.
A short report regarding the joint meeting of the City Commission
and the Zoning and Planning Commission on the Capital Improvements
was given by Mr. Rowe and the Building Official. It was noted
that very few changes were suggested at the meeting from the pro-
posed list submitted by the City Planner.
Consideration was given to the newly annexed property as follows:
Lots 1 - 6, & 18 - 27, Block 22, 4th Section Dreamwold.
Mr. Berrien moved that a recommendation be forwarded to the City
Commission that the zoning of these lots be changed from the
R -lAA, One Family Dwelling District to that of a C -1, Neighborhood
Commercial Zone. Seconded by Mr. Rowe and duly carried.

Lots 15 & lb, Parkview, 2nd Addition.
Mr, Blacksheare moved that a recommendation be forwarded
to the City Commission that the zoning of these lots be
changed from the R -lAA, One Family Dwelling District to
that of R -1, One Family Dwelling District.
Seconded by Mr. Berrien and carried.
The minutes of the June 3rd meeting and the meeting of
June 17th were approved as submitted.
There being no further business the meeting was adjourned.
