Jefferson Davis Others Present: W. E. Knowles, City Manager James Haussman, Building Inspector A special workshop session was held prior to the meeting to study the proposed Zoning Ordinance. Each member had been assigned pages to review beforehand so that a thorough discussion would be forthcoming. Due to the length of the Ordinance,study will be resumed at the next scheduled meeting. Chairman Harris read excerpts of the City Commission Meeting, as follows: June 14, 1971 - On recommendation of the City Manager, Commissioner Roberts moved that an attendance policy be established relative to absenteeism from regular meetingsby members appointed to City boards, as follows: If any member fails to attend three consecutive regular meetings of a board, commission, or committee without being excused by the chairman of said board, commission, or committee, that the chairman notify the City Manager, then notify the proper appointing authority so that the vacancy will be filled. Seconded by Commissioner Stenstrom and carried. The Commission requested that members of all City boards be so advised of said policy. Z & P Meeting September 9, 1971 Page 2 The Chairman called the Commission into executive session at 8:00 P.M. to continue the public hearing as tabled from the August 19, 1971 meeting. Mr. Phil Zeuli and Mr. Silverman, prospective buyers of the property generally known as the Shannon property located east of Woodland Drive and North of Onora Road appeared again with their proposed plan with the requested changes made. The City Manager quoted an approximate cost of $10,800 to put in the necessary 48" pipe along the north right of way on Onora Rd. Mrs. John Prokosch, 107 W. 30th Street questioned the proposed distance between the apartment building and her property and was informed by the developer that a minimum of 50 feet would be established. Mr. Karns moved that action be tabled until such time as the developer and the city could resolve any problems regarding the property. Seconded by Mr. Berrien and duly carried. Mr. Brailey Odham presented a preliminary drawing of the proposed PUD development as shown on the artist sketch at the last meeting. The development would be located on the old Sanford Airport property between Onora Road and Cornwall and Sanford Ave. and Mellonville Avenue with a total acreage of 25 aeres. Mr. Odham explained his proposal privacy as a major factor in the singe family residences with each sight proof fence. He asked Mr. Odham if he would consider the placing of two small park areas within the subdivision and as this was agreeable with the developer it was to be incorporated in the-.'plan. After discussion Mr. Hollingsworth moved that a rec- ommendation be forwarded to the City Commission to approve the PUD concept. Seconded by David Berrien and carried with unanimous vote. Future plans to be submitted to the Zoning and Planning Commission with the proposed changes and approval of the plat would be contingent upon meeting all regulations governing a PUD development. Carolyn Eleanor introduced Mr. Keller, representing Mr. Jesse Durden who is interested in developing the property located at the intersection Santa Barbara and Flokida.Ave. Mr. Keller presented an artist sketch of the proposed garden apartments and explained his plan for the property. After discussion and on motion of Mr. Hollingsworth it was moved that a recommendation be made to the City Commission that a site plan be approved prior to annex- ation and limiting proposed garden -type apartments to 12 -14 units per acre. Seconded by Mr. Rowe with unanimous approval. The next item of business was a proposal presented by Mr. Al Dolney, Southeastern Mortgage Company, Winter Park of a $200,000 residential and commercial development in what is known as the Geneva Terrace S/D on West 25th Street. Consideration was given to the proposal and it was moved by Mr. Rowe that the Zoning and Planning Commission recommend to the City Commission a site plan be approved prior to annexation allowing single family residences, apartments and no commercial. Seconded by Mr. Berrien and duly carried.
