Prior to the special meeting a workshop session was held to
continue study of the proposed Zoning Ordinance of the City
of Sanford.

Chairman Harris called the Commission into executive session at
8 :00 P.M. to review the Hidden Lake tract, 740 acres west of
17 -92 at the Lake Mary Extension, which is being considered for
annexation by the City Commission.
Mr. King Heli presented a number of drawings showing the pro-
posed use of the land as a PUD development.
Mr. Heli pointed out on the sketch the many uses planned within
the development which include: single family dwellings] patio
houses, commercial establishments and apartments. He informed
the commission that this would also include 25 to 30% open area
with playgrounds, ball fields and tot lots. A swimming pool
and a club house and possibly an elementary school would also
be erected.

When questioned regarding the maintenance of the proposed canals
within the project Mr. Heli stated that this would be provided
by the Home Owners Association.
The City Planner commended the developer and Mr. Heli on the
development and suggested a few minor changes regarding the
location of the office buildings and requesting assurance that
due caution be used on Onora Road to prevent traffic problems.
After consideration it was moved by Mr. Hollingsworth that a
motion be forwarded to the City Commission to approve the PUD
concept for the Hidden Lake property, seconded by Mr. Berrien
and duly carried.
A plat for the Washington Oaks, Section II was next considered
and after review of the plat it was noted that no park area
had been included in the subdivision as requested. On motion
of Mr. Davis it was moved that the approval of the plat be denied
until such time as the developer meets the prior requests,
including the park area and improvement of the entrance off
Summerlin Avenue. Seconded by Mr. Logan and carried with
unanimous vote.
A letter of resignation was submitted by Mr. Ron Dycus and
accepted with regrets.
Mr. Dake presented ideas on an annexation plan as requested
by the City Commission. After a lengthy discussion it was
moved by Mr. Hollingsworth that we relay to the City Commission
that an annexation study is underway and should be completed
within 60 days, cautioning the Commission that a change of
policy and fees will be included in the study. Further sug-
gesting that no future annexation be considered until such time
as the study is completed. Seconded by Mr. Blacksheare and
duly carried.
The City Planner was authorized to continue work on the annex-
ation plan and to strive for completion within 60 days.

A public hearing was set for October 7, 1971 at 8 :00 P.M. to
rezone the recently annexed property, Lots 9 - 15, Block 27,
4th Section Dreamwold Subdivision from an R -JAA, Single Family
zoned district to that of an R- 3,Multiple Family - -Zoned district.
There being no further business the meeting was adjourned.
