Study was continued on the proposed.Zoning Regulations for the
City of Sanford from 7 :00 P.M. to 8 :00 P.M. starting with Article
VIII, # 1, page 46 and completing Article VIII, # 4, page 54.
The meeting was called into executive session and the first
item of business was a public hearing as advertised in the
Sanford Herald to consider the rezoning of Lots 6,7,17,18 &
19, Lot 5 less the N. 12.42' thereof: Lots 8 and 20 less the
south 20.68' the south 31.03' of Lot 16, 3, Fairview Subdivision,
generally located between Mellonville Avenue, San Marcos and Fourth
and Sixth Street extended, from an R -2, One and Two Family District
to that of an R -3, Multiple Family Dwelling District.
Chairman Harris asked if any one wished to speak in favor of the
rezoning.

Mr. Kenneth Leffler, attorney representing Mr. Gordon Toll
appeared to request the rezoning to allow the erection of
an apartment complex on the above stated property.
Chairman Harris asked if any one wished to oppose the rezoning.
Mrs. Mary Milliken, 422 San Marcos voiced her opposition.
A letter was read by the Chairman from Mr. and Mrs. Roy G.
Williams requesting that the property not be rezoned.
Mr. Edward Hughes, 411 San Carlos questioned if there was
any quarantee of what would be constructed if the property
should be rezoned and was informed that any construction
meeting the R -3 zoning requirements could be erected.
MM Margaret Blood, 408 Mellonville Avenue questioned whether
or not the existing sewer line would accomodate the new
apartment complex with what is already tied into the line.
The City Manager informed her that the sewer line was adequate
to take care of existing and proposed construction.
Mr. Glenn McKendree, 420 San Marcos questioned if the proposed
apartments would be similiar in appearance to the Town and
Lake Apartments on East lst Street and was informed that
apartments would be constructed if the zoning was granted
but not exactly like Town and Lake Apartments.
After discussion and on motion of Mr. Logan, second by Mr.
Berrien and duly carried it was moved that action be tabled
until a site plan could be submitted.
Mr. Edwin Shinholser appeared in behalf of Mr. Harold Kennedy
whose request for annexation of the property located west
of the present City limits and bounded by West First Street,
Seminole Boulevard, Persimmon Avenue and Terwilliger Lane
was tabled from the last meeting.

After consideration and on recommendation of the City Planner
it was moved by Mr. Berrien that a recommendation to annex
this property be forwarded to the City Commission and that
the entire seventeen (17) acres be zoned R -3, Multiple Family.
Seconded by Mr. Karns and duly carried. A stipulation was
made that the recommendation would be forwarded to the City
Commission only if Mr. Kennedy still desired after being
informed of the zoning.
Consideration was next given to a conditional use request
by Mr. Brownie Criss to utilize the property at 1808 French
Avenue for a Used Car Sales lot.
After discussion it was moved by Mr. Berrien seconded by
Mr. Blacksheare and carried that the request be denied
due to the fact that it is not in keeping with the overall
zoning plan for the City of SanfD rd.
Consideration was given to the annexation request by
Mr. Herbert Cherry which was tabled from the last meeting
and on recommendation of the City Planner and motion of
Mr. Karns it was moved to recommend to the City Commission
to annex the property located at the north west corner of
West 16th Street and Southwest Road, Lots 25,26,36 and 37,
less the N. 50' of the east 140' of Lot 36, Dixie Subdivision,
about 1 3/4 acres. Forwarding of this recommendation
will depend upon the approval of Mr. Cherry after being
informed of the necessary requirements. Mr. Blacksheare
seconded the motion and duly carried.
Mr. B. C. Pyle, 1301 Stratford Road, Maitland, co -owner
of Lots 1,2,18,19,20 and S 20' of Lot 17, Block 12, Third
Section of Dreamwold presented a revised site plan for the
proposed apartment complex located between Holly Ave and
Cedar Avenue.
After review of the site plan and on motion of Mr. Blacksheare
second by Mr. Franklin and carried it was moved that the
plan be approved as submitted.
The City Manager reported that the City Atorney had reviewed
a letter submitted by Mr. Darwin Nutt, Vice President of
the Washington Oaks Development concerning the deeding of
Lots 2,3 & 4, Blk D, Section II, Washington Oaks Subdivision
to the City of Sanford for use as open space for park area
in Section II and all legal work had beencompleted. Chairman
Harris was presented with a plat of the Section II for signing.
