ZONING AND PLANNING
COMMISSION
April 10, 1970

The meeting was called to order by the Chairman.
The first item on the agenda was a public hearing to
consider rezoning Lots 32,33 & 34, Block 5, Second Section
Dreamwold Subdivision from R -lA, One family dwelling district
to C -2, General Commercial District. Mr. Walter Rye
appeared in behalf of his daughters who wish to erect
a dance studio on this property. After discussion and on
motion by Mr. Hollingsworth, seconded by Bob Karns the
request was recommended to the City Commission for rezoning
by unanimous vote.

Mr. Martin Gainer, with Gerald Dake Associates presented
a number of proposed site locations for an Urban Renewal
Project area. After considerable discussion and viewing
of the map an area was selected, with a suggestion from
Mr. Gainer that the possibility of locating a school within
the site area could greatly improve the financial burden
of such a project. It was the concensus of the board that
the area beginning on 8th Street and Poplar Ave. east to
the railroad, northeast along railroad right of way to
8th Street, east to Maple, south on Maple to 12th Street;
west to Lake Avenue, south on Lake Avenue to alley between
12th Street and 13th Street, west along alley between 12th
Street and 13th Street to the railroad, northeast along
railroad right of way to 11th Street, north on Poplar Avenue
to point of beginning was in greatest need of rehabilitation.
Garnett White moved that this area be recommended to the
City Commission as the first Urban Renewal Project site
location, seconded by Robert Karns and carried. It was
decided that a meeting with the school board regarding the
need for a school within this area would be scheduled and
the results of this meeting be reported to the City Commission
along with the recommendation of the site area.
After a report regarding the regulations proposed for a
Planned Unit Development Project by Garnett White, Edward
Blacksheare moved that the regulations be recommended to
the City Commission for adoption. Seconded by Jeff Davis
and carried.
A letter from the Mayor was read by Chairman Harris commending
the Zoning and Planning Commission for the outstanding job
done in preparation of the Subdivision Regulations.
Next a report on the Georgetown Paving Program was given
by the City Manager. He informed the commission that a
resolutiQn was now being pre�.ared by the City Attorney
listing each of the property owners and the assessment
of their portion of the paving cost. If all the preliminaries
are completed it is possible that a public hearing would be
held on May 25th.
A report was given by the Building Official on some of the
previous recommendations made to the City Commission by
the Planning and Zoning Commission so as to keep the members
up -to -date on the results of the recommendations after
City Commission action.

Mr. Bert Hollingsworth moved that the minutes of March 5,
1970 and April 2, 1970 be approved, seconded by Edward
Blacksheare and carried.
A request for rezoning the Thomas Ratliff property, parts
of Lots 42 and 43 of the Amended plat of Druid Park, now
in the process of annexation was presented. The request
requested rezoning from R -IAA, Single Family dwelling
district to a C -1, Neighborhood Commercial. After con-
sideration it was moved by Garnett White that the rezoning
be recommended to the City Commission, seconded by Bert
Hollingsworth and carried.
A request for rezoning Lots 1,2,3,4, Vi -Mar Subdivision
and Lots 1$ through 22, 20 thru 33, Block 36 Dreamwold
Subdivision from R -1, Single Family zoned district to
R -3 was made by Phillip Zeuli and Jeno Paulucci. A short
discussion followed and Garnett White moved that a public
hearing be held on May 7th to allow interested parties to
voice their opinion concerning the rezoning. Seconded by
Edward Blacksheare and carried.
There being no further business the meeting was adjourned.
