ZONING AND PLANNING COMMISSION

The meeting was called to order by Chairman Harris.
The public hearing was called to consider rezoning from R -1 to
R -3, Lots 1 through 4, Vii -Mar Subdivision; Lots 18 through Lots
30 through 33, Block 36, Dreamwold Subdivision. No people
appeared either for or against the proposed rezoning. Mr. Robert
Karns moved that the Board recommend to the City Commission the
above rezoning plus including Lots 34,35 and 17 of Block 36. Mr.
Conklin seconded the motion and the motion passed without any
negative votes.
The chairman asked for a report on the urban renewal area action.
The city manager reported on the City Commission's meeting to view
the area last Monday evening and that it would be on the agenda for
action at their meeting of May 11th.
Planning Consultant, Martin Gainer was asked for a report on the
status of their work in updating the community plan. He reported
on their designating 17 areas in the city and showed the map which
had the area outlines. He told of the work studying the areas as
to land use, blight, the street system, traffic flows, and community
facilities such as the water and sewer systems, schools, playgrounds
and had looked into these with an eye as to the design of each and
their adequacy for the area. He said they would have a study as
to means of improving these points such as future platting; desig-
nating through streets; etc.

Mr. Gainer said their study includes the condition of each building
in each area and they have so classified the buildings. He pre-
sented a map showing the areas with the highest density of major
repairs and dilapidation. They would study the cause of blight
in each section and their conclusion would contain suggestions
for what kind of treatment would be needed to conserve the
neighborhoods.
The report is now complete except for typing and printing and it
may be available at the next meeting. He went on to say they
are now studying community facilities and from this, will come
the long range program of possibly 20 years. This would then
help develop a b year capital improvement budget.
The chairman asked the city manager for an explanation of the
list of Department of Transportation road projects. The Board
was shown the Department of Transportation annual update
report and the summary list of projects in the Sanford area.
There being no further business, the meeting adjourned.
