Risner, Building Official Mr. Kermit Wallstedt, Building Inspector Mr. Martin Gainor, City Planner Mr. Darwin Nutt � The regular meeting of the Zoning and Planning Commission was called to order by the Chairman. Consideration of a request by W.A. Cagle to schedule a public hearing for the rezoning of Lots 71 and 72, Franklin Terrace (2439 Myrtle) from R -1A, Single family residential district to C -2, General Commercial was first on the agenda. After a lengthy discussion it was moved by Mr. Karns to deny the request for a public hearing, seconded by Jeff Davis and carried by unanimous vote. Many reasons were sited for this decision; abutting property was residential; the property was only one lot deep; action could be determined as spot.zoning. Mr. Darwin Nutt appeared again before the board with a revised layout of the Halmark-Subdivision. After discussion and on motion of Mr. Hollingsworth, seconded by Mr. Karns and carried with a unanimous vote it was moved that the proposed layout be approved as submitted and when further work was completed the plat would be submitted to the City Commission. Minutes Zoning & Planning Commission October 1 1970 Page 2 Discussion by the City Planner regarding the existing grid system street patterns in the City of Sanford was next under- taken. Mr. Gainor showed some of the maps he was preparing for study. It was decided that each member should be involved in the program.and each was assigned a street or streets to study in the area between Sanford and Mellonville - 13th St. to 1st Street and to mark on the map how many houses and which way the house faces on these east -west streets, so that at the next meeting additional studies could be made of this section. A general discussion of the rezoning of the property located on the SE corner of Sanford and 26th Street was next undertaken and it was the general concensus of the board that the Zoning and Planning Commission would not be in favor of this rezoning from residential to commercial. The minutes of the meeting of September 17, 1970 were approved as submitted. It was noted that at the next meeting replacement for the vacancy on the Zoning and Planning Commission should be con- sidered and each member should be thinking of names to be submitted to the City Commission.
