There being a lack of a quorum, no official business
could be handled. Therefore, no action was taken on the
rezoning application of Phillip J. Ness for property located
on West 25th Street and Hardy Avenue; public hearing held
at the unofficial meeting of March 13, 1969.
The Board members then proceeded to discuss unofficially
several items with the planning consultant and the chairman of
the beautification committee.

Mr. Dake gave a report relative to discussing with Harlan Hanson,
Planning Director, Orange - Seminole - Osceola Joint Planning Council,
Orlando, Florida, the Tri- County's long range beautification plan
with the idea of the City of SANFORD, respective, being considered
and included in the plan in that the Sanford Comprehensive City
Plan was now in the process of being updated.
A. B. (Tommie) Peterson, Jr. spoke in behalf of the City's
Scenic Improvement Board and explained the aforementioned beauti-
fication plan in relation to Sanford by outlining that he and said
Board members had approached Mr. Hanson regarding a master beautification
plan specifically for Sanford to include five major beautification
projects, and that the plan would be presented to the City Commission
for their consideration on April 28th. The cost of the plan to be
$5,000.00 and endorsed by the Scenic Improvement Board.
It was then discussed that such a plan would be helpful and
could be coordinated for any beautification projects proposed by
the Merchants Association for downtown improvement of First Street.
The four Zoning and Planning Members indicated their concurring
and endorsing said beautification plan as presented by Mr. Peterson.
The members then discussed with the Planner and the City Manager
the need to initiate and coordinate airport zoning and planning
of the former Sanford Naval Air Station property, now the Sanford
Airport and acquired as city property, relating to the airport
operation and leasing of certain property for industrial operations.
The Planner pointed out that airport zoning and planning is
specialized and needs to be done properly in order that the airport
land and surrounding property is protected in future years and
this should be implemented by a land use layout. He further
stated that this particular airport zoning should be coordinated
with present city planning endeavors to be undertaken.
The City Manager pointed out that under the Booker Contract
and Report, the company having undertaken the feasibility study
for the re -use of the Sanford Naval Air Station property and
under payment of federal government funds, there was included the
availability to the City thirty man days of engineering assistance
as may be requested by the City and there is presently nine months
remaining in which this clause will be available.

The members present felt that it should be recommended to the
Sanford Industrial Commission, operating as the Sanford Airport
Authority, that it would be beneficial to utilize said Booker
engineering services to prepare a land use and zoning layout
for said airport property. A suggestion was made re the
Possibility of including "capital improvements ".
It was pointed out that, a land use map is also a require-
ment of the Federal Aviation Administration for the operation of
the Sanford Airport under their rules and regulations.
A recommendation was then made that a joint meeting of the
Zoning and Planning Commission and the Sanford Industrial Commission
be set for a special meeting on Thursday, April 24, 1969 at 7:30
P.M. for further discussion on said matter and to also officially
endore the beautification plan and to make an official recommendation
to the City Commission regarding the rezoning request of Phillip
Ness. It was recommended further that the Chairman of the
Scenic Improvement Board, Tommie Peterson, and the President of
the Downton Merchants Association, Alex Serraes, be invited to
attend said meeting.
After discussion, the four members then recommended that the
City Commission be approached regarding their approval to send
the Building Official to a Planning and Zoning Meeting in Tampa,
Florida, April 30 -May 3, 1969, including expenses to be incurred
for same.
There being no further business, the meeting adjourned.
