The Chairman called the meeting to order,
Mr. Harris related to the Board that as Chairman of the
Sanford Citizens Advisory Committee and at a recent meeting,
the proposed downtown parking as related to the downtown
beautification plan for First Street was discussed. It was
a recommendation of the Citizens Advisory Committee that the
Zoning and Planning Commission discuss the parking matter
further and then recommend to the City Commission that the
downtown parking on First Street be changed from that of
"angle" to that of "parallel" on the basis that the parallel
parking would create less traffic hazards.
The planning consultant, Mr. Dake, rendered the opinion that
he would be opposed to paralell parking at this point and time
and until additional off - street parking could be acquired in
convenient locations.
On a prior request of the Board, Mr. Dake presented sketches
and /or renderings of beautification ideas for First Street in
the downtown area and in relation to the parking element. Two
types of development were shown, as follows:

a) combination of parallel and angular parking with a
landscaping strip down the middle which would place
parallel parking on the opposite or one side of the
street, but felt that with the strip in the middle
the traffic lanes would be tight.
b) under a preliminary landscaping plan, -
a system of the angular parking was shown with a
combination of landscaping ideas with the building
of little islandsintermittently in the street with
the planting of palm trees, installing gas lanterns
and placement of benches within them and /or plantings
in the sidewalk, near the curbing and around the intersections.
Mr. Dake felt that plan (2) and /or (b) would be the best plan
at this point and time due to adding the greenery and not eliminating
too many of the existing parking spaces. However, he stated that
one factor remains and that is that the plan does not improve the
circulation through First Street and felt that First Street is an
important through artery. He recommended that in the "Long
Range Planning" that it might be well to consider something to
solve the problem of the traffic flow east and west through the
heart of the downtown area; perhaps on some other street other
than First Street whether this be along the lakefront or somewhere
between the lakefront or'further to the south.
In answer to the question, Mr. Dake did not feel that this
was the appropriate time to consider a mall idea for the down-
town area, and particular First Wnt, until such time as adequate
parking could be provided and thculation matter concluded.
He further stated that downtown, however, needs to do something
to change or improve its image and anything now would be an im-
provement with a definite future plan considered.
The City Manager outlined that the Merchants Association
conceded to give up the idea of the implementation of the parallel
parking due to its opposition by various citizens and groups
appearing before the City Commission in order to receive the
approval of the modified beautification plan for First Street.
After lengthy discussion, Mr. Harris moved to recommend
to the City Commission that the parking be changed on First
Street from Park Avenue east to Sanford Avenue to that of
parallel to assist the flow of traffic in the downtown area.
Seconded by Mr. Karns and carried.

two other members have been requested to serve and will serve and will
be appointed by the City Commission at their next meeting in May.
The Chairman related to the Board that resignations had been
received from members John Y. Mercer and C. F. Brooke Smith,
and that Alex Serraes, appointed by the City Commission, could
not accept the appointment. The City Manager stated that
The City Manager informed the Board that the City of Sanford's
Workable Program has been recertified for a period of two years
to the date of March, 1971.
The Planning Consultant then proceeded with the presentation
of the work program for the updating of the City Comprehensive
Plan and outlined the work for the next two years which is broken
down into three separate lines of work.
#1 - Plan Development (development of concrete plans and
proposals.)
#2 - Reseach and Analysis
#3 - Implementation Procedures
In explaining the above three phases of work, he outlined
that his firm is now in the process of preparing a new city base
map that will not only include all of the City but the area outside
the city limits, including some area south of Sunland. They
will be examining factors that will be effecting the physical
development within the City; occurrences that will have some impact
on the pattern of the growth and the development.
They are looking at the land use patterns and community facili-
ties pattern such as the parks, recreation, schools, libaries,
city halls, and street conditions. Also, they will be examining
the basis for planning and what is the legal basis that permits
the planning board to function and powers of the zoning board.
They will then go into the Neighborhood Analysis which is
a requirement of the Workable Program. This analysis is a detailed
examination of a plan for every neighborhood in the city and
this facilitates the federal assistance for Urban Renewal.
Then comes the fiscal analysis. This is a physical examination
of the City as to where money has been spent in the past years on
"capital improvement" and what the city will need in the way of
capital improvements in the coming fiscal years.

Under "Plan Development" comes efforts on examination of
regional factors as to what things outside the city are re-
acting on Sanford; what impact will the causeway have on Lake
Jessup and what type of impact is it going to be.
Long Range Plans is a concept plan of urban design or growth
trend.
Land Use Plan involves the shifting of the land use.
Community facilites deals with the parks, playgrounds, library,
etc., as to future location of same.
In concluding his presentation, there was no further business
of the board and the meeting adjourned.
Chairman
