Hanson, Planning Director, Orange-Seminole- Osceola Joint Planning Council (Tri - County), Orlando, Florida, 0 opened the meeting by citing the need to be thinking about priorities and broader aspects and tieing in corrdination of planning efforts. In this respect, he pointed out the potential and impact that Disney World will have in our U) immediate areas relating to tourism, travel (airlines and W highways) and growth itself. Z & P Commission September 17, 1969 Page 2 Mr. Brown showed plans relating to the concept of where development will occur and the type of development planned for the respective area in Seminole County. Mr. Brown pointed out the newly adopted Seminole County Comprehensive Plan. Mr. Hanson showed the projected Highway System Plan and pointed out in particular their planning for basic arterial street that will serve the Sanford area. Mr. Dake stated that Sanford has very little knowledge of the County and Tri- County plans and asked for answers as to the approach for the City to be kept abreast. Mr. Hanson informed that the State Rca d Department has recommended that those cities of 5,000 population be invited to appoint a representative to the Tri - County's Policy Board. It was suggested as a solution that the following suggestions could be implemented for better coordination: a) Exchange of minutes of the Planning Commissions; development of a newsletter by the respective board outlining key topics; and that a,joint meeting of the boards be held quarterly; an alternating city liason board member appointed to attend the county and tri- county meetings regarding key topics. J. S. Cleveland, Sanford Airport Manager, presented a proposed airport zoning plan with a recommendation that a five member Sanford - Seminole Airport Zoning Board be - created with application to control of aviation hazards, height limitations and zoning relating to runways and /or approach zones to the Sanford Airport, where in the flight areas are over city and county for approximately 10 miles at changing heights in the four approaches complicate the matter and create a longer waiting period for construction permits, and that each respective board handle that portion affected by either city or county. City Planner Dake stated that the airport zoning plan should be adopted, but consideration would be given to either incorporating a separate board with the present Zoning and Planning Board or incorporation the Airport Zoning Plan within the City's Zoning Plan. Discussion was next given to community appearances. Mr. Hanson outlined their present long range beautification study with the City of Sanford under a special contract for a 5 year beautification plan. Mr. Hanson recommended that all beautification recommendations be forwarded to the City of Sanford's Scenic Improvement Board. Mr. Dake encouraged thoughts be given to provision for acquiring open sapce in subdivision regulations. Z & P Commission September 17, 1969 Page 3 Discussion was given to landscaping of the State Highway inter- changes and the medians, relating to entrances into the Sanford area. Mr. White, Tri- County, outlined that the State Road Department feels that landscaping is an interference and a traffic hazard, and are presently discouraging the planting of palm trees for beautification on interstate highways, and are not setting aside any monies for highway interchange beautification. State Road Department has another worry about highway beautification and that is "who will maintain ? ". Discussion of capital improvements, relating to water and sewer program county -wide was the next topic and it was felt that all of the small individual packaged utility plants scattered throughout the west and southwest of the City, and in order to have a con- centrated growth, should be coordinated in an overall program for the future with possibility of the City of Sanford serving these areas from a central utility area and possibly creating a special utility district. Mr. Brown reflected that the County will not accept a plat of over twenty five homes in a subdivision unless the contractor can assure the furnishing of sewer. Mr Hanson felt that density development is going to demand utility regulations, and suggested that they be implemented on the local level and that the matter should be approached and the Board thinking about it. The meeting closed with Mr. Hanson stating that Tri- County has no unit of government that they can report to for the adoption of their work, but that his group would be most cooperative to submit a specific policy recommendation to allow a joint discussion and /or view to it.
