Gerald Dake, City of Sanford Planning Consultant, Jacksonville, Fla. Mayor -City Commissioner Lee P. Moore Approximately 20 persons were in attendance in addition to the above named persons. Mayor Moore outlined that the action taken by the City Commission has been to place URBAN RENEWAL on the ballot of the City Election in December (tbe 2nd) 1969, for a referendum vote by the city voters as to their desire for such a program to be undertaken to upgrade blighted areas in the City of Sanford. (see information below or following re new law covering same) - Russ Jacobsen, Area Representative, regional office of the U.S. Department of Housing and Urban Development, Atlanta, Georgia, through invitation of the City Zoning and Planning Commission, made a presentation relating to what Urban Renewal is; how it works; federal regulations; requirements for making application; and outlining federal grants. Mr. Jacobsen, cited that Tampa, Florida, was the first city to have a special act enacted through State Legislation and therein started a project called "Maryland Avenue Urban Renewal Area. Z & P minutes Oct. 1, 1969 Urban Renewal /public forum -2- The validity of urban renewal has been tested in the State of Florida and the requirement is that the majority of the property must be residential use and the majority of the structures must be dilapidated. With reference to the Mayor's opening statement, he stated that as of September 5, 1969, the State of Florida now has a state -wide general enabling act as adopted by the state legislature which gives all communities the authority to participate in an urban renewal pro- gram after furst submitting it to a referendum vote of the people and the majority are in favor. Mr. Jacobsen placed emphasis on the fact that the urban renewal program is a "rehabilitation" program and not a bulldozing project whereby as an example: A block wide and four blocks long area can be restored with new homes, new store buildings, major streets con- structed; proper drainage installed; possibly a school expanded; churches constructed; which in turn give the people a new outlook on liefe by upgrading their environment. Persons owning property within the selected urban renewal area receive a fair market value for their property which is based on an appraisal price established between a high or low value with appraisals made by at least two qualified appraisers. If the owner is not satisfied with the appraised value, he then has the right to take it to Court for settlement. Upon clearing, the land is then placed on sale through bids. Improvements of storm sewers, sanitary sewers, water system, adequate streets; gutters and sidewalks are constructed prior to the local agency offering the land for sale through bids, and prior to being placed on bids on the open market, a minimum price is established by two qualified appraisers. Hitting lightly on other phases - mention was made of: A certain Housing Act wherein the owner can apply the amount received from the property appraisal as a supplementary relocation payment toward the repurchase of a home. All relocation payments are paid 100% by the federal grants and there is no participation required on this by the local level of government. Z & P minutes Oct. 1 1969 Urban Renewal /public forum -3- The local level of government must show provisions of adequate public housing units for said displaced persons to relocate in. Mention was made of a 312 Loan that can be made available for persons whose income is less than $3,000 for the upgrading of their property. This amounts to only a 3% interest loan. The respective City must furnish a "Planning and Survey" application to the department of HUD for the development of an urban renewal plan for any particular area of land, wherein if approved HUD can advance funds in the amount of $50,000. The City would be required to put up a cash amount or a non -cash grant could be applicable wherein he explained that certain capital improvements could be credited in the amount equivalent to the project cost with the exception of those grants that are 100% federal grants.
