ZONING AND PLANNING COMMISSION

The Chairman called the meeting to order.
James R. Dycus and Edward L. Blacksheare were welcomed
as new members to the Board.
Thd first item of business was the holding of a Public
Hearing to consider the rezoning from M- 1(Light Industrial)
District to that of C -2 (General Commercial). District the
lakefront area of the Lake Monroe Industrial Park and adjacent
areas and more particularly described as that area, as follows:
Encompassed by Fulton Street on the south;
Seminole Boulevard on the north; Mangoustine
Avenue on the west; and French Avenue on the
east.
The Chairman announced that property owners within the
area and those within 300 feet of the outlined property had
received an individual notice by mail and that the hearing
was published in the local paper of the Sanford Herald.
The Chairman then announced that he would be glad to
hear from anyone in favor of or against the proposed rezoning.

Mrs. Rosa Payton, property owner within the area was present
and stated that she had no objection to the C -2 zoning if she
could be assured that "amusement parks" are allowed in said
zoning due to said operation being contemplated on her property
in the future. The Building Official stated that although
the respective use is not spelled out in the C -2 zoning, he
felt that an amusement type operation would be compatible in
the C -2 zoning.
A. B. (Tommie) Peterson, Jr., Chairman, City of Sanford
Scenic Improvement Board, and originator of the rezoning re-
quest, appeared to support the upgrading of the rezoning
in that it would be a protection for the area until the
revision of the "city planning" by the professional city
planning consultant could be formulated.
Mr. White expressed an opinion that the "image" of
the lakefront should be protected; it is one of the main
approaches to the city; and, further that in ten years the
property has not developed as an industrial area. It was
also pointed out that C -2 zoning would not jeopardize the
use of property owned by Lee Brothers Plumbing and Heating, situated
within said area. Mr. Peterson pointed out that the Sanford
Airport and the Port Authority property is now available for
industries wishing to locate in Sanford. It was brought out
that the rezoning would also tend to upgrade the few dwellings
located in the particular area.
After discussion, Mr. White moved that it be recommended
to the City Commission that the lakefront area as outlined be
rezoned from M -1 (Light Industrial) District to that of C -2
(General Commercial) District. Seconded by Mr. Davis and
carried unanimously.
A discussion was next held with A. B. (Tommie) Peterson,
Jr., Chairman of the City's Scenic Improvement Board wherein
he requested that a reciprocal type of agreement between the
two boards be coordinated on the following:
a) Overall planning of the area along the lake-
front.
b) Beautification of the interstate approaches
to the city.
c) Use of the "bandshell pier" area as an open
space for beautification and public recreational

purposes versus private use by a yacht club
with building construction thereon.
d) Beautification of open area(s) relating to
the approach to the city from highway 17 -92.
e) SIB to relate or present to the Z & P board
the plans making up the Sanford Beautification
Plan.
Mr. Peterson stated that he would discuss the above
matters with his board at their next meeting in hopes that
the two boards could meet on December 4, 1969; the next
meeting of the Zoning and Planning Commission.
A discussion was then given to the proposal presented
to the City Commission by the Sanford Yacht Club for utili-
zation of the bandsheil,pier- ,jetty, at the end of Park Avenue,
for the construction of a priVate- membership club. Mr. White
pointed out that this method is less expensive docking
facilities as opposed to the docking at the marina on the
lakefront. It was also pointed out that such a facility
would tend to create a parking problem to the area; and
the exclusive leases as given by the City to the Holiday
Inn and Monroe Harbour - Marina on the lakefront development
was questioned.
After consideration and on motion of Mr. Karns, seconded
by Mr. Dycus and carried, it was recommended to the City
Commission that said Commission hold in abeyance the granting
of the use of the bandshell pier for the construction of a
private yacht club until such time as an aesthetic and best
use of the open area study could be made.
A Public Hearing was next held to consider allowing the
construction of a church, Church of the Nazarene, in a resi-
dential zone of R -1A as a "conditional use ", as permitted
under the Zoning Ordinance, Article III, Section 2, Sub-
section (2), Paragraph (c), at the location of the northwest
corner of the intersection of 24th Street and Holly Avenue;
legally described as the SE k of the SW k of NE k of SW k
of Sec. 36, Township 19 S Range 30 E according to Plat Book
152, Page 445, Public Records of Seminole County, Florida;
an area approximately 2k acres or 330 x 330 feet.

The request was represented by Everett Harper, Realtor,
who presented a plot plan and a prelininary church plan showing
the church facing to the southeast with a seating capacity
for 300 persons and the allowance for 80 off - street parking
spaces with the entrance from 24th Street.
The Chairman announced that notices had been mailed to
abutting property owners within 300 feet of the respective
property and notice of public hearing advertised in the
Sanford Herald newspaper on November 12, 1969.
There was no one appearing to voice objections to the
conditional use.
After discussion, Mr. Karns moved to approve the
conditional use by the church as outlined and recommend to
the City Commission that such use be granted on the basis
that the church officials will work with the Building Official
for a more satisfactory arrangement on the set back require-
ments. Seconded by Mr. White and carried.
The Board instructed Mr. White and Mr. Conklin to draft a
letter, to be submitted to the Chairman for review, which
would be mailed to the property owners within the so- called
"tank farm" area; being that property west of Myrtle Avenue
to French Avenue between Seminole Boulevard and Fulton Street;
to check with the respective owners relating to their proposed
use of their lakefront property in relation to the City
updating the Comprehensive City Plan and coordinating the
planned use within the City Plan.
The Chairman announced that he, the City Planner, Building
Official, and the Airport Manager met to discuss the proposed
Airport Zoning Ordinance and had concluded that airport zoning
can be drawn up to eliminate a third board and that it can be
administered by the city board and county board. The City
Planner stated that it could be implemented by adopting the
Chapter 333 of the State Statutes. The Planner stated that
he would draft the zoning text for review and then the Zoning
and Planning Board could hold a public hearing then pass it on
to the City Commission for a public hearing as part of the
present zoning ordinance.
Consideration was next given to a feasibility request,
to set a public hearing, submitted by B. R. Beck to rezone
Lots 45, 46, 47 and 48, Beck's Addition from R -lA, Single
Family Dwelling District to that of C -2, General Commercial
to permit the operation of an automatic car wash. The
property being 200 feet situated on the northwest corner of

West 25th Street and Laurel Avenue faith a N -S alley being
the common dividing line for that property facing on French
Avenue and situated in a C -1 zoning.
The Building Official pointed out that the R -IA property
abuts C -1 zoning and not C -2 zoning which allows the operation
of automatic car washes.
After consideration, Mr. Davis moved that the request
to set a public hearing for the rezoning to C -2 of the
respective property be denied and that the $20.00 appli-
cation See be refunded to the applicant.
The Planner then went into a work shop session with
the Board by presenting a preliminary land use plan for
the northwest portion of the lakefront area, including
that area proposed for a Lake Monre Park, with an overlay
of possible development of the area according to medium density;
high density; primary commercial; indicating that this area
could be a desirable area for high rise apartments in the
high density area and -or front area with garden type apartments
on the back property.
Mr. White brought to light a new concept called "Christian
Type Village" which the Planner stated is called a "Planning
Unit Development" and is becoming a common practice to include
a zoning classification which may go so far as to include in-
dustrial use within the development. The Planner stated
that he would make available a draft of such zoning if the
Board so desired.
The City Manager recommended that the Board request
of the Planner a copy of the draft of the HUD zoning. The
Planner stated they are now including same in all of their
zoning ordinances.
The City Manager brought to the Board's attention
regarding a federal bulletin just published pertaining to
federal aid on acquiring "open space" and specific points
applicable to the grant were discussed.
There being no further business, the meeting adjourned.
