Meeting of Thursday, May 2, 1968

The Chairman called the meeting to order.
Reading of the previous minutes was waived.
The first item of business was the holding of a Public Hearing
to consider the request of property owner T. W. Mero for the rezoning
from R -2, One and Two Family Dwelling District to that of R -3, Multiple
Family Dwelling District, on that property described as the South 89
feet of Lot 4, all of Lot 5 and 6, Ella A. Pace's Subdivision and
located in the general area west of Mellonville Avenue between 9th
Street and llth Street. Said Public Hearing advertised in the Sanford
Herald on May 1, 1968, and individual notice sent to those property
owners residing within 300 feet of the property under said hearing.
The planned use of the property being that of a nursing and convalescent
center as proposed by Paul Jones, Medical Care Facilities, Inc., Tavares,
Florida.
Representing the request was Garnett White, representative of
John R. Alexander, Real Estate and Mr. Hobbs, Architect, Leesburg,
Florida, for said medical case facility. Mr. White outlined to the
members that the area consisted of five acres or 500 x 500 square feet
of property; the valuation of the facility would be in the neighborhood
of $650,000.00 and employing 68 persons for said operation. The number
of rooms or beds to be provided in the facility was not mentioned.
Information was given that Mr. Jones had twelve such centers either in
operation or under construction in various cities throughout the southern
part of Florida. Plans were not viewed but it was stated that the
facility would be constructed on the northern end of the property and
that there would be adequate space for off - street parking facilities.

Six persons appeared to listen to the presentation of the request
with no objections registered. Two abutting property owners to the
west appeared seeking information as to the effect of the rezoning
on their property and more particular if it would increase their real
estate taxes. They registered no objections to the proposed rezoning.
In Executive Session, Mr. Harris expressed concern on the selected
site due to abutting the City's municipal stadium and the football
activities held therein. He felt that the band music and cheering
noise by the crowd could have adverse affects on some patients.
The Board reviewed the area and noted the existing commercial
zoning and the multiple family zoning approximately two blocks to
the south on Celery Avenue and opinioned that the requested multiple
family zoning and proposed use thereon would be a compatible transition.
To eliminate "spot zoning ", it was considered feasible to encompass
a larger area under the rezoning to R -3 and to include that property
south to Celery Avenue, excluding that portion now zoned commercial,
C -1. Said property being a greater portion owned by the Seminole
County School Board.
After discussion, Mr. Harris moved that it be recommended to
the City Commission that the following area be rezoned from R -2,
One and Two Family Dwelling District to that of R -3, Multiple Family
Dwelling District:
From the northeasterly boundary of Lot 4;
south to Celery Avenue; bounded on the east
by Mellonville Avenue; on the west by Bay
Avenue right -of -way line intersecting with
the Sanford Grant Line; run in a northerly
direction to the north right -of -way line of
10th Street; north to the northwesterly boundary
line of Lot 4; and less that area now designated
as C -1. Legal description being: S 89 ft of Lot
4, all of Lot 5 and 5 , Ella A. Pace's S /D; all
of Eldorado, except Block A and except Lots 14
through 18, Block 3, and the Ek of abutting
Garden Street.'
Seconded by Mr. Mercer and carried.
The proposed Subdivision Regulations were next reviewed. A
discussion was held regarding several minor changes. No official
action was taken. It was recommended that the members study the
suggested changes for a further review of said regulations at the
next regular meeting.

Mr. Harris recommended that due to the increase in present and
potential tourist and retirement "trailer trend" in persons desiring
to live in mobile homes, proposed zoning and regulations for same
be again reviewed.
There being no further business, the meeting adjourned.
