Knowles Building Official Linvel Risner Absent: C. F. Brooke Smith, M.D. The Chairman called the meeting to order. The Chairman announced that the Board would review the three public hearings as held on March 21, 1968 and those minority reports submitted to the City Commission. The first item of business was the review of the rezoning request of William Gorman for that property on the east side of Lake Avenue between 13th and 18th Streets from M -1 industrial to R -3 and R -6 multiple family dwelling district for the proposed construction of an apartment building (s) as a rent supplement housing program for the low income minority group. On the request of the Chairman for the showing of hands from those persons present to offer objection relative to the proposed rezoning on Lake Avenue for said housing, approximately 15 persons held up their hands. Mr. Gorman reiterated previous statements relative to the agreement with the Seminole County School Board for the exchange of their property on Lake Avenue for that property originally proposed on French Avenue being a heavily traveled state highway and not recommended for rezoning for said use by the City; in addition to the Lake Avenue site being accepted by FHA several months ago. The Board pointed out to those objecting that under an existing M -1 zoning the property could be used for purposes of ready concrete mix plants and oil bulk plants. However, they stated that they would prefer to take their chances on such an Z & P Minutes -2- 3/28/68 operation rather than the housing project. The Board noted that those present were the same people who appeared at the public hearing meeting of March 21, 1968 and were those residents in the area south of Junior High School and 18th Street. Mr. Gorman stated that should the federal government or lending agency reject the proposed packaged project, the City would not be committed to uphold the multiple family rezoning of this particular site. To several questions asked by those objecting, Mr. Gorman reiterated that the housing development would be owned and maintained by private industry; pay city taxes and utilities. Mrs. Boyd Gaines, 1802 Cedar Avenue, presented a petition signed by thirty (30) residents in the vicinity of Cedar,.Lake, Holly, Maple Avenues and 18th and 20th Streets, requesting that the Zoning and Planning Commission deny the said rezoning request on the basis that 1) their homes would be less desirable dwellings; 2) the particular type housing proposed would greatly reduce the value of their property; 3) said project would be costly to the taxpayers of Sanford because of increased services the city would be compelled to provide; 4) property adjoining proposed apartment is of high caliber and they would not want to lower these standards; and 5) it is not feasible to construct rent- subsidy housing in the heart of a progressive city. After consideration, Mr. Harris moved that the request for rezoning Lot 6, less the south 158 feet, A. V. French Property from M -1 industrial to R -6 multiple family dwelling district for proposed housing development on Lake Avenue be denied. Seconded by Mr. Davis and carried. After review of the public hearing and further consideration of the request for rezoning Block 7, Tier 17; Block 7, less the Nk of NEk, Tier 18; Block 7, Tier 19; Block 7, Tier 20; Florida Land and Colonization Co. Limited Map of St. Gertrude Addition to the Town of Sanford; located between 5th and 6th Streets and Pomegranite and Mangoustine Avenues from R -2 and R -5 one and two family dwelling district to R -6, multiple family dwelling district for proposed construction of rent subsidy housing development, Mr. Karns moved to recommend to the City Commission that the request be approved and the minority report of March 21, 1968 be confirmed. Seconded by Mr. Davis and carried. Review was next given to the public hearing and request for the rezoning from C -2 general commercial to M -1 light industry for that property legally described as NEk and NWk of Block 2, W V) 4 W a- 0: O O m Z & P Minutes -3- 3/28/68 Tier 10, E. R. Trafford's Map of Sanford for a proposed use of cabinet manufacturing and warehousing at the location of 102 North Maple Avenue. On motion of Mr. Logan, seconded by Mr. Karns and carried, the rezoning was recommended to the City Commission for approval and confirmation of the minority report of March 21,1968. A discussion and review Was next given to the request of John Sauls, Trustee for the Southern Methodist Church property in the area of West 8th Street and Persimmon Avenue, for rezoning from R -5 one and two family dwelling district to M -1 industry. A public hearing was held on this request on February 1, 1968, with the Board denying same and reviewed on March 21, 1968, due to letters submitted by other property owners in the area re- questing that their non - conforming commercially operations be rezoned to M -1, industrial, with the Board tabling action until the present meeting. After consideration, Mr. Logan moved that it be recommended to the City Commission that the following outlined property be rezoned from R -5 to M -1: Begin 712' N of SW corner of SE'k Sec. 26- 19 -30, Run E 287' N660', E 660', N to Sly R/W of Main line of S.C.L.R.R. thence Nally along said Sly R/W to N & S k section line of Sec. 26 - 19 -30, South to beg. (this being an area bounded on the north by railroad right -of -way; south by McCracken Road and also by the south property line of the Southern Methodist Church property; west by the present boundary line of the city limits; east by Pomegranite Avenue) rn 0 w v W W CL d� r,• __ and that said rezoning be contingent upon the deeding of an adequate road right -of -way easement to either the City or the property owners for the ingress and egress to four residences abutting the southern property line of the church and that said deeding matter be handled at the recommendation-of the City Attorney. Seconded by Mr. Mercer and carried. A discussion was held next on the zoning of property annexed into the city on August 28, 1967 through Ordinance No. 918, on the east side of Highway 17 -92 (Orlando Drive) between the Pinecrest Shopping Center and the Good Shepherd Luthern Church and commonly known as the "Dr. Adams property ". Legal description being Lots 3 through 20, Druid Park. On motion of Mr. Harris, seconded by Mr. Karns and carried zoning of said property was recommended to the Z & P Minutes -4- 3/28/68 City Commission as follows: a) Zone to C -1, neighborhood commercial that property described as: Lots 3 thru 20, Amended Plat Druid Park (less beg. at the Sally corner Lot 5, run NEly along the Ely ROW of Highway 17 -92, 43' thence run S 64 degrees 52' E 85.45', thence W 100.19' to POB, and less beg. at a pt on the Ely ROW Hwy 17 -92, 29.52' Sally from NWly cor. Lot 3, run E 140.7', S to a pt on the S line Lot 4 which is 249.9'•E of Ely ROW SR -15, W on S line of Lot 4 to a pt which is 688' W of SE cor Lot 4, S to a pt on S line of Lot 7 which is 688' W of SE corner Lot 7, E to a pt on S line Lot 7 which is 150' W of SE cor Lot 7 S to pt which is 20' N and 150' E of SE cor Lot 14 E to E line Lot 14, N to NE cor Lot 3 W to NWly cor Lot 3 SWly to pt of POB). b) Zone to R -lA, single family dwelling district, that property described as: Govt. Lot 2 in Sec. 1, Twnshp 20 South, Range 30 East (less N 1942.3' and less W 537.8' of E 1190.85' of S 405' and less Road ROW and less the E 653.05'). The Chairman requested that the members study the proposed subdivision regulations for discussion at the next meeting. There being no further business, the meeting adjourned.
