ZONING AND PLANNING COMMISSION

The meeting was called to order by the Chairman.
Appearing as a spokesman for group of residents in
the Pinecrest Subdivision was William (Bill) Reck, residing at 103
East Onora Road, opposing the request of Mrs. William E. (Virginia)
Leach for the operation of a childrens nursery in her home as a
conditional use in the residential zoned district of R -lA and
located at 100 East Onora Road.
Approximately twenty persons resideing within the
immediate area were present indicating they were not in favor of
said operation with several openly voicing their objection, as
follows:

Stating that the present condition of the property
is unsightly.
Mr. Gordon Kellett - 100 West Onora Road
Of the opinion that property owner was already
in full operation without authority; certainly
appeared that way.

In supporting his objections, Mr. Reck stated that the homes
in this particular subdivision are now increasing in value and
being upgraded from lack of occupancy due to the "Navy slump"
and it should very definitely be maintained as a suburban residential
area,free of commercial operation, for families of average income.
He also pointed out that Onora Road is a busy traffic thoroughfaire.
The Chairman relayed to the group that Mrs. Leach had con-
tacted the City Manager's Office in regards to such an operation
under the present zoning, but to date, had not paid the $20.00
fee to initiate the application through the proper channels.
The Chairman pointed out that the Zoning and Planning Commission
is not a board for policing matters but only a board of recommending
to the City Commission on such requests.
Mr. Harris commented that he was quite familiar with the
residential area and agreed that the subdivision is presently
in the process of being upgraded and he would not be in favor
of a commrcial operation.
After discussion, Mr. Harris moved that the Zoning and Planning
Commission forward to the City Commission a negative recommendation
for the operation of a childrens nursery as a conditional use in the
Pinecrest area or more particularly at the location of 100 East
Onora Road upon submission of said request from Mrs. Leach.
Seconded by Mr. Karns and carried.
Minutes of September 5, 1968, were read and approved.
Consideration was next given to a request of property owner
Jeanette Laing relative to the feasibility of setting ublic
hearing to consider the rezoning from M -1, Light Indust ial, to R -2.
One and Two Family Dwelling District, on eight vacant lots located
in the area West of French Avenue between West 9th Street and West
11th Street and between Cedar Avenue and Maple Avenue. It was
outlined that the owner wish to upgrade the zoning in order that
low cost concrete block homes could be constructed on vacant lots
where originally were dilapidated structures that had been now
demolished.
Mr. Harris moved that upon the filing of the proper rezoning
application by the property owner, the Board would establish a
date for a public hearing to further consider same. Seconded
by Mr. Logan and carried.

Consideration was next given to the zoning or rezoning of
property annexed into the City and on motion of Mr. Harris,
seconded by Mr. Logan and carried, the following recommendation
was made to the City Commission:
Zone C -1, Neighborhood Commercial, that area on the north
side of Onora Road between Sanford Avenue and Southgate Road
and known as the "Gramkow" property. **
Zone R -lA, One Family Dwelling District, that area on the
south side of Onora Road between Sanford Avenue and Southgate Road
and known as the property of the Sanford Christian CkOrch, Inc.
(legal description in metes and bounds). Further, church con-
struction on said property is recommended to be allowed as a
"conditional use ".
Consideration was next even to a Mani g

Howard McNulty, owner of vacant lots 1, 2, 21 22 23, and 24,
Block 14, Dreamwold, with Lots 21 and 22 situated in the R -lA
residential zoning facing on Osceola Drive and Hiawatha and the
remainder of the lots situated in a C -1, Neighborhood Commercial
area, facing on Osceola Drive and French Avenue in an area south
of West 25th Street and West of French Avenue. The Building
Official stated that the owner desired to utilize the commercial
zoning for a used car lot.o�eration. It was pointed out that
used scar lot operations require C - 2, General Commercial, zoning.
Also discussed and relating to the above was the feasibility of
rezoning the lots situated in residential zoning in order to allow
more depth forLtherco=ercia- zoned property or as an extension of
C -1 around the corner. Discussion was given further to the feasibility
of rezoning from C -1 to C -2 both sides of the highway, French Avenue,
from 25th Street south fo 27th Street to include the present non-
conforming used car operation known as Jim Lash Motors.
No official recommendation was made at this time.
Under a discussion of junk or abandoned cars presently seen
throughout the City, Mr, Harris moved that it be recommended to the
City Commission that the existing junk car ordinance be enforced and
to include any and all junk autos situated within the entire community
regardless of zoning. 'Seconded by Mr. Logan and carried.
