This was a regular meeting of the Zoning and Planning Commission
in the City Commission Room of the City Hall to meet jointly with
the City Commission to hear a presentation by Mr. Gerald Dake of Adley
and Associates, Planning Consultants, on the work necessary to obtain
recertification of the Workable Program for the City of Sanford.
Mr. Dake pointed out that it is first necessary for the City
to decide that it does wish to participate in the federal programs.
If this is true, then certification of the Workable Program is a
basic requirement. In order to get the Program certified, the
federal government is now requiring that the communities have an
established and continuing planning process and that the program
be followed and that each year the Workable Program must be re-
certified by the federal government and that this is to see that
the programs are followed through and not just dropped after the
federal funds have been received. Mr. Dake outlined a planning
program to meet the requirements of the federal government and
broke it down into several phases. The program he recommended
as providing the best work for the least cost, was to prepare all
the planning work over a three -year period and the three -year
cost to be $25,500.00. The annual payments could be set at
various amounts depending upon the way the City laid out the work.

He pointed out that federal funds are available for this
planning work under a 701 program in which the federal
government will contribute up to two- thirds of the cost.
Mr. Dake pointed out that federal funds are now available
and his firm has received federal money on two planning
contracts within the past two weeks.
The Zoning and Planning Commission met in a separate room and came
back with the recommendation to the City Commission that Mr. James
Duncan, Workable Program Section of HUD be invited to Sanford
to meet with both boards and to discuss the needs for the
City of Sanford to be recertified in its Workable Program.
The City Commission instructed the City Manager to arrange
this visit of Mr. Duncan.
There being no further business, the meeting adjourned.
