The Chairman called the meeting to order.
The first item of business was a discussion regarding the
interest of the City Commission of a proposed colored recreational
building or a combined use Neighborhood Facilities Building under
a federal funding project program and a site selection to be made
for same. The City Manager outlined in detail the "combined uses"
the breakdown of costs, and federal participation of the project,
and requested that the Board give consideration regarding a rec-
ommendation of the feasibility for a site location now being con-
sidered by the City Commission in the area of a block between
Oleander and Mangoustine Avenues and between 7th and 8th Streets.
The Board mentioned and discussed several other general areas
as: 1) southwest of the Goldsboro Elementary School; 2) two blocks
west of Pecan Avenue and immediatel across the street from the
public housing authority project; 35 Mangoustine Avenue between
s A 13th Street and 14th Place; and 4) from 8th to 12th Street, along
f the old railroad tracks.
After consideration, Mr. Harris moved that, as considered by
LO Lr the City Commission, the Board approve and recommend the proposed
d site location for the Neighborhood Facilities Building be the area
between Oleander and Mangoustine Avenues and between 7th and 8th
Streets. Seconded by Mr. Bishop and carried.

The Chairman enlightened the Board Members regarding the
:D downtown merchants having organized a Sanford Downtown Revitali-
zation Committee for a study and recommendations as to the reno-
0 vation of First Street in the downtown commercial area.

Eoghan N. Kelley, Architect, who had previously appeared
before the Board with his sketches and recommendations as a
public service and at the request of the Zoning and Planning
Commission for the revitalization of the downtown commercial
area, appeared next to give the Board Members up -to -date in-
formation regarding the new Downtown Revitalization Committee
of the We Care Merchants and their current ideas.
Mr. Kelley presented a plan that has been instituted by
the town of Grand Junction, Colorado, called "Operation Fore-
sight" for the remodeling or face lifting of a deteriorating
downtown into a downtown shopping mall with the endorsement
of local merchants and property owners agreeing to participate
by paying 72% of the cost, with a treatment of four blocks on
the main street, now a straight thoroughfare, being transformed
into a series of gentle S- curves; pedestrian safety, angle park-
ing, trees, shrubbery and benches keynoting the new look. The
fourth and fifth phases involving store modernization.
R. T. Cowan, Jr., local merchant serving on the Downtown
Revitalization Committee, stated that he was very much enthused
with the City of Grand Junction's improvement program due to
its familiarity to that of downtown Sanford First Street and
its layout. This statement was readily accepted in viewing
the "before" photograph of the main downtown street in Grand
Junction. He further stated that the merchants appear to be
in favor of keeping First Street open to traffic rather than
closing it off under the mall idea; and that the merchants
are looking for a concerted idea or effort and are ready to
do something.
Ernest Southward, local realtor and member of the Sanford
Industrial Commission, was present and outlined the current
progress of the downtown area in that the entire block of the
southeast corner of First Street and Sanford Avenue was to be
revitalized into a shopping center with the construction of a
new Winn -Dixie store complex of retail stores. Further that
plans were in the making for the purchase and renovation of
the unoccupied Strickland- Morrison property on the northwest
corner of First Street and Sanford Avenue, but could not di-
vulge further information.
The Zoning and Planning Commission offered their full
co- operation to all committees and persons participating in
the Sanford downtown revitalization program.
A report was next given by the City Manager that the
City of Sanford had compiled an application for federal as-
sistance regarding a Demonstration Cities project and also
referred to as Model City.

Consideration was next given to various areas that have
recently been annexed into the City and now require zoning to
be set forth.
On motion of Mr. Harris, seconded by Mr. Davis and carried,
the following area was recommended to the City Commission to be
zoned R -IA, residential one - family dwelling district:
West 50 feet of Lot 22, Evans Subdivision.
(Directly behind the residence of 135 Pinecrest Dr.)
Mr. Harris moved that the following area be recommended
for zoning of M -1, light industrial district:
Begin at a pt. 1429.4' E of the intersection
of the S ROW line of St. Gertrude Avenue w /the
Northerly ROW line of ACL RR thence run E 453.6'
thence run S to the N ROW line of ACL RR thence
run Northwesterly along said RR ROW line to a
point due S of the POB thence run due N to the
POB, Sec. 26, Twn 19S Rng 30E.
(Area on West First Street, west of Persimmon
Avenue for 453.6 feet - south side of W 1st)
Seconded by Mr. Logan and carried.
On motion of Mr. Bishop, seconded by Mr. E. Harris and
carried the following area was recommended for zoning of R -lA,
single family dwelling district:
Lots 389, 391, 393, 395, 397, 399, 401, 438,
440 442 444 446, 448, 450, 452, 454, 456,
458 and 460, Frank L. Woodruff Subdivision.
(Lots on each side of Myrtle Avenue between 26th
and 27th Streets, excluding three lots - 407,
409, and 411 - Northeast corner)
Mr. Logan moved that the following area be recommended
for zoning of C -1, neighborhood - commercial district:
Beginning 2962.30 feet West of the Northeast
corner of Section 2, Township 20 South, Range
30 East, run West 442.60 feet, South 400.0
feet, East 149.50 feet to the Atlantic Coast
Line Railroad right -of -way, thence Northeasterly
along railroad to beginning.
(2201 West 25th Street - immediately west of
the RR right -of -way - south side of 25th St.)
Seconded by Mr. Harris and carried.

On motion of Mr. Harris, seconded by Mr. Logan and carried,
the following area was recommended for zoning of R -1A, single
family dwelling district:
Lots 403, 404 405, & 406 - Frank L. Woodruff's
Subdivision.
(North of 27th St. between Myrtle Avenue and Oak
Avenue - 403 & 405 facing on Myrtle and 404 & 406
facing on Oak Avenue - residential area)
There being no further business, the meeting adjourned.
