John Daniels, Jr. was next welcomed as a new member to the Zoning and Planning Board, having filled the vacancy created by the resignation of A. W. Lee, Jr. The Chairman read a letter of reply from Eoghan N. Kelley, local Architect, to the Zoning and Planning Com- mission's letter of thanks to him for his interest and public gesture in submitting sketches and plans of recom- mendation for the revitalization of the commercial downtown area of First Street. He stated that he had been most happy to assist the Board in this manner and would, at their request, continue to do so. The Chairman then announced that the City Commission had been approached regarding consideration of allowing trailer parks to be established inside the city limits and the matter had been referred to the Zoning and Planning Commission for feasibility of same. He stated that the local interested party was thinking of a proposed top- notch trailer park in that particular area located west of Hardy Avenue running west to the old railroad track right -of -way, bounded on the south by 25th Street and on the north by 20th Street or also called Country Club Road; an area presently bounded on the south and east by cemeteries. The Chairman pointed out that at present no Z & P Minutes ... 7/6/67 Page 2 trailer parks are permitted inside Sanford City Limits but Clearwater, Bradenton and other cities allow them after adopting rigid regulations for the setting up of same. Further that if Sanford is to achieve a status of a recreational community with money being spent on the lakefront development, the Board might possibly wish to consider an amendment to the Zoning Ordinance for the inclusion and zoning of some likely areas in which proper and top -notch trailer parks might be located. The Building Official stated that he had requested Sarasota and several other cities to forward a copy of their trailer park ordinances for his study, which set forth rigid requirements of a trailer lot being 3,000 square feet in size and a minimum of a 40 -foot width; designating off - street parking on each lot for each vehicle; utilities to each lot; and trailers can be parked no closer than 15 feet to each. Regulations being much the same as those for subdivisions. Under discussion of these parks, the Board felt that rigid requirements would have to be set relative to sani- tation, side yards, utility room or storage room for housing accessory items, streets, paving, and street lighting. It was the opinion of all members that in trying to eliminate the so- called "Junk" trailers, there should be a requirement on the trailer size. Mr. Logan stated that in principal he was opposed to trailer parks but felt that there could be a need for them. Mr. Harris stated that he would not oppose a good trailer park with stiff regulations. Mr. Jack Goodin, County Planner, contributed the following thoughts to the Board: a) trailer parks are nothing in monetary value; b) but gives a dense population per land area; c) gives a type of housing that some people desire and are not ready to purchase a home; d) contributes nothing to the City in ad valorem taxes for the support of city services vs the fact that these people also require police and fire protection and contribute nothing toward the expense wherein a low income family home owner has a certain amount of taxes to pay. Z & P Minutes ... 7/6/67 Page 3 The Board members felt that the first determination is if there is a need in this area for a trailer park and should they be looking for something that actually provides a need for the people here in Sanford. The Board requested that this subject be further pursued and requested that the Building Official obtain copies of a "Model Trailer Park Ordinance ", FHA minimum requirements on trailer parks, and they be given copies of the ordinance as set forth by Sarasota on regulating trailer parks. The City Manager mentioned that in co- ordination with the above, the City Attorney was preparing a rough draft of an ordinance regarding trailer parking regula- tions and when ready, copies would be made available to the Zoning and Planning Commission for study. The City Commission having authorized Jack Goodin, Seminole County Planner, to proceed with the planning work in preparation for a workable program and updating the comprehensive city plan, Mr. Goodin then appeared before the Board and presented his Planning Program for City of Sanford, in three phases as follows: Phase One: PRELIMINARY PROGRAM Review activities of Re ional Planning Council (East Central Florida Review activities of Joint Planning Commission (Orange - Seminole) Review activities of Seminole County Planning Commission Review activities of State and Federal Governments Prepare Workable Program for Community Improvement Phase Two: COMPREHENSIVE PROGRAM Review activities of Sanford Planning Commission Analyze opportunities and needs of City and relate to regional and metropolitan studies Revise and up -date plans for Sanford Planning Area Phase Three: SPECIAL, PROJECTS Redevelopment of substandard housing areas Redevelopment of downtown business district Redevelopment of Laval Air Station Such other projects as are defined Z & P Minutes ... 7/6/67 Page 4 Mr. Goodin stated that the five items outlined under Phase One would be taken over a limited time period of four to five months, which would be a review of activities of the different planning agencies covering their work over a period of approximately five years. He explained that this information compiled by these various agencies would be the key and made to work in compiling a workable program for the City of Sanford; and further that the projected use of the Sanford Naval Air Station property after July, 1968, was already underway. Mr. Goodin was confident and assured the Board that making up the Workable Program would not be a great obstacle. He suggested that the Board allow the third Thursdays of each month for the next three months in order that he could get the afore mentioned agencies and their information before the Board members. The next item of business was a general discussion relative to the number of gasoline service stations now springing up on the four corners of various inter- sections, and those that have gone out of business and now abandoned. The Building Official stated that Ormond Beach has had an ordinance in effect since 1964 for the control of service stations. The Board Members requested that they be given a copy of this ordinance for a study at their next meeting. The Building Official next expressed to the Board Members a desire to discuss possible amendments to the zoning ordinance regarding building height regulations in all zones. He stated that attention was drawn to this matter by the Board of Adjustment in granting a variance to allow the proposed commercial office build- ing of Jeno Paulucci Enterprizes to be constructed in height of 8 stories. It was pointed out that condomin- ium and high -rise apartments for the retired are now coming into construction and a view toward our present building height restrictions should be studied. Further that the maximum building heights allowed, other than residential one family dwelling districts, is as follows: M -1 Industrial 45' C -2 General Commercial 100' C -1 Neighborhood Commercial 35' R -3 Multiple Family 45' Z & P Minutes ... 7/6/67 Page 5 and the fact that should these zones be so restrictive on building heights, and yet to just open it up could be a detriment in certain areas and certain zones as to health, welfare, and safety. It was also brought to attention that the Seminole Memorial Hospital is presently contemplating more hos- pital facilities that will entail a height of more than 2 or 3 stories, which would probably be constructed in the R -3 zoning area. The Building Official stated that other than the contemplated Paulucci Building, he was not running into major problems at the present regarding building heights. After lengthy discussion on the matter, Mr. Harris moved to recommend that tie City's Board of Adjustment be given the authority to study and pass on a building of over 45 feet high in the R -3 and 0-1 areas and over a 100 -foot high in the C -2.
