HomeMy WebLinkAbout07.20.67MINUTES ZONING AND PLANNING COMMISSION Unofficial Meeting Thursday, July 20, 1967 8:00 P.M. - City Manager's Office, City Hall The Zoning and Planning Commission met unofficially on regular meeting date of July 20, 1967, at 8:00 P.M. in the City Manager's Office of the City Hall. The meeting being unofficial due to lack of a quorum. Members Present: Art Harris, Acting Chairman Donald Bishop, Jr. John Daniels, Jr. C. F. Brooke Smith W. E. Knowles, City Manager Jack Goodin, County Planner Absent: Clifford W. Mcgibbin, Jr., Chairman (on vacation) Jefferson R. Davis Robert E. Karns Phillip Logan Mason H. Wharton Linvel Risner, Building Official (on vacation) Since the meeting lacked a quorum, the four members held an unofficial meeting for discussion purposes. Also, due to lack of a quorum, it was requested that Mr. Jack Goodin hold up his presentation regarding the City's workable program until the full Board or a majority of the Board was present. Mr. Goodin stated that he would be out of town and not available until the date of Wednesday, August 16, 1967. Therefore, the four members decided that the Board would meet on their regular date of August 3rd, to handle all other business and a meeting of the Board set for August 16th at 8:00 P.M., for the sole purpose of meeting with Mr. Goodin for his presentation. The agenda having been to also discuss proposed trailer park regulations and to review an ordinance as adopted by the City of Ormond Beach for the control of service stations, the four members then proceeded to discuss the first item of trailer park regulations as set forth by ordinance for the City of Sarasota. Z & P Minutes ... 7/20/67 Page 2 Mr. Harris reiterated the City's status that by ordinance, no trailer parks are allowed within the City Limits and, there- fore, no provisions are set up in the Zoning Ordinance for them. Observations were made and discussed as follows in that these should be required if Sanford were to adopt trailer park regulations: 1. Required to have a minimum of no less than ten acres of land for a trailer park development. 2 . Size of the individual trailer lot is a most important factor. No septic tanks allowed; sewer must be available and connected to city sewerage; good sanitation being a prime factor. 4. Fire wise, they are not good. A trailer will last only thirty minutes in a fire. Manufacturers need to review this factor in addition to the heating system and its placement in the trailer. Cannot get a person out of a trailer window from the outside. This observation was discussed to some length. 5. Would not condone rental trailer parks where trailers move in and out in that you get a lot of older trailers. Your better mobile homes are those that are large and not moved about so easily, wheels taken off and set on concrete blocks - more as a permanent structure, a porch or covered patio placed on the front or a small room added on wherein they do become a stationary and permanent home and therein the lot should definitely have more and adequate square footage. 6, A requirement of 50 -feet around the park to be landscaped. Z. Maintain some 500' for each trailer space as a public park. 8 . Adequate lighting standards within the park should be enforced. 9. Mowing within the park to be enforced. 10 . Parks where retired people are living appear to be better maintained and of higher caliber. 11. Brought out that persons living in trailers do not contribute to the ad valorum taxes of a city and contribute only to a state vehicle tax. Questioned as to trailer parks being a need to house those living in Sanford under a potential increase in industry. Dr. Smith felt that he was for anything that will entice people to move into Sanford, but stated that he could not see the present need for trailer parks. Mr. Harris stated that so far consideration has been given only to regulations for setting up a trailer park with no fore- sight for regulations for the maintenance of the trailer parks; and that without regulations for maintaining these parks and the enforcement of same, he would rather not see them allowed. Mr. Bishop felt that nothing definite had been presented in favor of allowing trailer parks. It was a concensus of opinion that the Board members present were not in favor of amending the present zoning ordinance to allow trailer parks. However, the members stated that the matter would be reviewed and discussed again in the presence of a full board on August 3, 1967, to try and resolve it for recommendations to the City Commission. The members then reviewed the present ordinance as set forth by Ormond Beach for the control of service stations as to one service station not allowed within a distance of 600' from another service station. It was pointed out that abandoned service stations can be a definite fire hazard in that the gasoline underground storage tanks are not removed and there is a chance of children playing around them with matches. Mr. Harris stated that apparently the competition and abandonment of service stations is of little concern wherein the companies can take a complete write -off but he further questioned the cost of re- purchase vs the construction cost. It was observed that several abandoned service stations have been purchased and renovated into attractive office buildings. The members felt that although it is presently a growing minor problem, it will be a major problem with cities within the next twenty -five years as the cities expand in growth and the situation becoming three times bigger than it is now. However, the four members agreed that the matter should be reviewed at their meeting of August 3rd, as to recommendations to the City Commission.
