Wharton Jr., Chairman Absent: City Manager W. E. Knowles Building Official Linvel Risner Jefferson R. Ravis C. F. Brooke Smith The Chairman called the meeting to order. At the meetings of July 6 and July 20, 1967, the Board had reviewed the present ordinance prohibiting the establishment of trailer parks within the city limits on the basis of a request of an interested person wishing to establish a top -notch trailer park in the area of 25th Street, west of Hardy Avenue, with the Board discussing the feasibility of allowing these parks to be established under rigid regulations. The City Manager then gave a report that an engineering study of the proposed property for a trailer park had now been completed by the interested party and it was found that the area was not adequate, and that the person was not objectionable to rigid regulations as discussed by the Board. It was pointed out that statistics show that in the next 4 to 5 years the mobile home manufacturing is on the incline with a figure of 15,000 trailers shipped into Florida in 1966 and 2,532 trailer parks licensed by the Florida State Board of Health. Mr. Karns Zoning and Planning Minutes -2- August 3, 1967 felt that a study should be continued on the feasibility of permitting top -notch trailer parks and that a man as a non- conforming use should be allowed to expand and improve his investment rather than stagnate it. Mr. Harris injected that rather than a mobile home park it would be better to have a mobile home subdivision with regulations thereof. Mr. Logan inquired of the possibilities of assessing stationary mobile homes with a real estate tax vs the present law of requiring and paying only a motor vehicle tag fee. Action was deferred on the request with a recommendation that more information on trailer parks and their operation be obtained for further discussion. Under prior discussion at the meeting of July 20, 1967, relative to a proposed ordinance for the control of service stations, the members proceeded to review an ordinance for same as adopted by the City of Ormond Beach. Mr. Logan stated that he did not believe that one could regulate types of business out of business. It was felt by some members that the City of Sanford was possibly six years too late since the majority of corners in the City of Sanford, inside the city limits, are now taken up by service stations. Mr. Daniels questioned those properties already purchased with speculation purposes for the construction of service stations. After lengthy discussion, Mr. Harris moved that the Board proceed to draw up regulations using the Ormond Beach ordinance as a basis for the construction and control of gasoline service stations and that such guidelines be forwarded to the City Commission as a recommendation for their consideration for the adoption of such an ordinance. Seconded by Mr. Karns and carried. There be ns further business, the meeting adjourned. ��
