The meeting was called to order by the Chairman.
Reference is made to the meeting of July 6, 1967, wherein
Jack Goodin, County Planner and employed by the City to prepare
a workable program for recertification and the updating of the
comprehensive city plan, appeared before the Board and presented
his Planning Program for the City. Under the Preliminary Program,
Phase One, Mr. Goodin appeared to make his presentation regarding
review of activities of the Seminole County Planning Commission
or local planning made up of city and county with co- ordinated
efforts in certain fields.
He referred to items and /or programs that the City presently
has underway which are to be studied regarding support from federal
funding as follows:
1) Naval Air Station closure with an EDA feasibility
study application for use as an airport.
2) Redevelopment of the Downtown Business District.

3) Redevelopment of Sub - standard Housing Areas
(Code Enforcement Program).
He explained the agency referred to as HUD, Department of
Housing and Urban Development, who approved your project under
federal funding; the fact that too many cities are applying for
the money allotted and this is where the requirement of the
Workable Program comes into being. A City's Workable Program

is evaluated and if they can show through this program that there
is a need then HUD will cooperate. He stated that while the various
agencies under Phase One, are making their presentations through
showing of charts, maps and etc. the work on the Workable Program
will be carried on. These charts and maps will show that planning
is a good sound application to the running of local government as
well as a business.
He outlined his presentation as follows with charts and maps.
1) Population projection in the metropolitan area
as related to Seminole County alone.
Growth means opportunity; there is also
responsibility; demand for roads, schools,
utilities, and maintaining such. Projecting
for the next 20 - 25 years.
2) Soil characteristics; showing areas where the
soil is not appropriate.
3) Urban Development (growth for Sanford is indicated
towards Lake Mary.
a) Density
b) Water quality
c) Land use
d) Planning for urban development; where are
you going to put 300,000 people.
e) Planning for thoroughfare development;
roads - where will they go; a system of
roads relative to a long period of time
is much more money saving.
f) Planning for industrial and commercial
development - don't put all industry
into one area; distribute it evenly,
otherwise this will involve traffic
problems; must have industry and
commercial to bring in the taxes;
residential areas (homes) do not
pay for the services that are needed.
4) Planning for Agriculture
a) Greenway development; recreation;
parks; planned throughout, not just
a long strip down 17 -92 from Sanford
to Orlando.

5) Transportation - Roads
Arterial roads interconnecting; not just going to
one place and then dead - ending; need alternate
routes which generate more traffic and less
congested traffic on certain roads.,
Examples: From I -4 at Lake Mary - come across
17 -92 to Sanford Avenue.
Extension of Grapeville Avenue to
Seminole Jr. College.
Extension of 25th Street west to I -V.
Extension of Sanford Avenue with the
Lake Jessup Causeway.
Upon conclusion of Mr. Goodin's presentation, the members
then discussed the much desired program of Code Enforcement.
It was moved by Mr. Harris, seconded by Mr. Logan and
carried that the Zoning and Planning Commission recommend that
the City Commission proceed along the outlines that was given
to the City by Mr. Raymond Duncan, HUD, Atlanta office, last
spring to get our Workable Program approved and at the same
time send the City Manager, Building Official and if possible,
Mr. Goodin, to Atlanta; and then while that program is being
worked on in Atlanta, the City to proceed with'our Neighborhood
Study (Analysis) to prepare for the Code Enforcement Program.
The members felt that with this recommendation there was a
possibility that a longer time span could be eliminated and
the much needed Code Enforcement Program could be expedited
under federal funding.
Referring to the proposed ordinance for the control of
gasoline service stations as discussed on August 3, 1967 and
guidelines worked up to be forwarded to the City Commission,
Mr. Logan moved that the minutes reflect reference to the
following contested cases and upheld by the courts regarding
such a law:
Gas Station - 750 foot spacing - Florida
Food Fair Stores v. Zoning Board, Pompano
