The Chairman called the meeting to order.

As outlined by Mr. Jack Goodin, County Planner, under Phase
One of his Preliminary Program for updating the City's Workable
Program, Mr. Harlan L. Hanson, Planning Director for the Orange -
Seminole Joint Planning Commission appeared to make a presentation
relative to the functions and purposes of this Commission and
presented charts as guidelines. He opened his presentation by
stating that:
The Orange - Seminole Joint Planning Commission is an advisory
planning agency established to meet the metropolitan area's re-
quirements of a Federal Aid Highway Act of 1962. The Commission
is responsible for preparation of a Comprehensive Plan for:
Transportation Systems, Land Use Patterns, and Community Facilities
in the two- county area. The plan focuses attention upon community
growth problems of inter - county concern and serves as a framework
for municipal and county plans for future development. Committees

are composed of representatives from departments and agencies at
various levels of government concerned with all aspects of com-
prehensive planning. Principal functions of the body is to:
Prepare maps and planning materials.
Conduct planning research studies.
Develop plans for future transportation systems,
orderly patterns of land use, and efficient
community facilities.
Make recommendations designed to implement these
plans.
Encourage public forums of discussion of major
proposals established in this co- operative
planning program; establishing coordination
of plans between various governmental agencies
and insuring cooperation between various levels
of government.
Their program for 1967 includes:
Transportation plan for 1985 as to meeting future
highway needs as Highway Impact Study and Mass
Transit Plan (is the monorail warranted to
Disneyland).
Revision of Land Use Study.
Under Community Facilities Studies there will be
an ideal water and sewerage plan prepared
regarding use of septic tanks and wells.
Recreation plan with recommendations for open
space and conservation areas. (lake and stream
pollution).
Feasibility of a metropolitan park.
Updating the community shelter plan.
Updating base maps.
In conclusion, he projected that there would be 100,000
people in the Sanford area by the year 1985.
The Board then discussed the fact that the City had now
completed its lakefront development project, which is the
landfill property, 13 acres, projecting north of Seminole
Boulevard at Palmetto Avenue; the site of the motel - marina
complex.

Mr. Logan moved that the aforementioned property, known as
the lakefront complex, be zoned-that of C -2, General Commercial
District; making the area compatible with the zoning of the
downtown area. Seconded by Mr. Bishop and carried.
There being no further business, the meeting adjourned.
