The Chairman called the meeting to order.
Under a plan for updating the City's Workable Program as
outlined by County Planner, Jack Goodin, and following in a series
as shown under Mr. Goodin's Preliminary Program, Phase One, Mr.
Richard D. Tarbox, Regional Planner for East Central Florida
Regional Planning Council, appeared before the Zoning and Planning
Commission to make a presentation as follows:
The East Central Florida Regional Planning Council is
range planning advisory body serving seven counties of the
Central Florida Region. With the impact of the aerospace
at the Cape, community leaders of the counties of Brevard,
River, Osceola, Volusia, Lake, Orange.and Seminole joined
and established the Council for the need of comprehensive

Airports
Waterways
Open space and recreation facilities

The Council is concerned with such overall considerations as
resource conservation and development, urban -rural trends and
region -wide aspects of transportation.

The Council identifies the region's:

2) Significant features worthy of protection,
preservation, and enhancement.
3) Problems, conditions, and trends affecting
orderly development.
4) The region's potentials
The Council develops the region's:
1) Descriptive materials and information
2) Projections, estimates and evaluates
anticipated changes.
3) Recommends use of human and natural
resources.
4) Techniques for carrying out the
recommendations.
The Council encourages the region's:
1) Coordination of public and private
development.
2) Establishment of effective local planning
organizations.
3) Educational programs to improve services
of all levels of government.
4) Periodic re- evaluation and updating of
plans and recommendations as required by
changing conditions.

Tourism study
As he outlined his presentation, Mr. Tarbox demonstr -ated' with
maps, charts, slides, and displays that the Council had compiled.
The large displays were very impressive and informative.
On conclusion of Mr. Tarbox's presentation, the Board adjourned.
