Tarbox, Regional Planner, East Central Florida Regional Planning Council Larry Vershel, Sanford Herald, News Media C. F. Brooke Smith Mason H. Wharton The Chairman called the meeting to order. Under a plan for updating the City's Workable Program as outlined by County Planner, Jack Goodin, and following in a series as shown under Mr. Goodin's Preliminary Program, Phase One, Mr. Richard D. Tarbox, Regional Planner for East Central Florida Regional Planning Council, appeared before the Zoning and Planning Commission to make a presentation as follows: The East Central Florida Regional Planning Council is range planning advisory body serving seven counties of the Central Florida Region. With the impact of the aerospace at the Cape, community leaders of the counties of Brevard, River, Osceola, Volusia, Lake, Orange.and Seminole joined and established the Council for the need of comprehensive This plan includes: Future land use Highways Airports Waterways Open space and recreation facilities a long - East activities Indian together planning. The Council is concerned with such overall considerations as resource conservation and development, urban -rural trends and region -wide aspects of transportation. Z & P Minutes -2- September 21, 1967 The Council identifies the region's: Z UJ LJ LL 1) Natural and manmade resources 2) Significant features worthy of protection, preservation, and enhancement. 3) Problems, conditions, and trends affecting orderly development. 4) The region's potentials The Council develops the region's: 1) Descriptive materials and information 2) Projections, estimates and evaluates anticipated changes. 3) Recommends use of human and natural resources. 4) Techniques for carrying out the recommendations. The Council encourages the region's: 1) Coordination of public and private development. 2) Establishment of effective local planning organizations. 3) Educational programs to improve services of all levels of government. 4) Periodic re- evaluation and updating of plans and recommendations as required by changing conditions. Completed in 1964 was: Program formulation Aerial photography and base mapping Preliminary regional plan P LU La Completed in 1967: (through a research series) Regional Economy Population Trends Region's Form and Appearance Agricultural Development Commercial Development Industrial Development Residential Development Transportation: Highways Mass Transit Air Facilities N Z & P Minutes -3- September 21, 1967 Water Needs and Resources Open Space and Recreation Facilities Water and Waste Treatment Facilities Planning Legislation Key Findings with refined Regional Plan components contained in reports as follows: Land Use Highways Waterways Airports Open Space and Recreation Under another phase, the Council is compiling: Base mapping and land use for Lake County Coastline study Public facilities program Regional plan summary Land development manual Public information program Medical facilities study Tourism study As he outlined his presentation, Mr. Tarbox demonstr -ated' with maps, charts, slides, and displays that the Council had compiled.
