Meeting called to order by the Chairman.
Reading of the previous minutes was waived.
The first item of business was a public hearing as published
in the local Sanford Herald on February 16, 1966, regarding
application of Mrs. Christine E. Wright, owner of property on the
southwest corner of Osceola Drive and Sarita Street for a pro-
posed change in zoning from R -1A single family dwelling district
to R -3 multiple family dwelling district with the allowed use of
professional offices. Property more particularly described
as Lots 1, 2, 3 and 23, Block 12, Dreamwold.
Mrs. Wright or representation of the request was not present.
The Building Official outlined to the Board a previous discussion
he had with Mrs. Wright concerning the proposed rezoning of her
property whereby she favored a commercial. zoning to allow operations
such as a beauty shop, plant nursery, and possibly a motel, but
with nothing concrete other than Hansborough Real Estate Auction
would handle the property if zoned commercial, and the fact that
the property was vacant most of the time and it was too much
property for her alone to care for. At that time, he pointed out
to Mrs. Wright that this area is presently built up predominately
residential with eleven homes in the block where her property is
situated.

Mrs. Wright's application request for rezoning showed that
she presently holds a city occupational license for personal
counsellor service at the location of the Valdez Hotel. if re-
zoning to R-3 of her property were to be granted, she contemplated
on setting up offices in the existing residential residential
structure with one office being occupied by her.
Mr. and Mrs. Lowell H. Himes, 602 Osceola Drive, were present
in behalf of the request. They stated that they were presently
renting and occupying Mrs. Wright's property and were attempting
to purchase the property for their permanent home, but that in
talking with several real estate agents representing the property
were told by the realtors that they did not wish to reveal the
sale price as it was too outlandish and very much out of line.
Mr. Jimmie E. Terwilliger, Jr. of 2519 Hiawatha Avenue, a
property owner within 300 feet of the Wright property, appeared and
stated that he was opposed to the lowering of the zoning. Further
that the majority of the neighbors in the immediate area had tele-
phoned him requesting that in appearing in his behalf would he
also relay their opposition.
After lengthy discussion, Mr. Harris moved to deny the
application for rezoning to R -3 on the basis that it would
constitute spot zoning creating an island between the commercial
and the R -lA and that the area is predominately residential.
Seconded by Mr. Bush and carried.
Next under consideration was a second public hearing as
published under the same legal advertisement as set forth in
the foregoing paragraph regarding the rezoning application of
Harry E Tooke, Jr., from C -1 neighborhood commercial to C -2
general commercial on his property located on the west side of
French Avenue between 22nd and 24th Streets, east one -half of
block, to allow for a leased operation of a Used Car Lot Auction.
Property more particularly described as Lots 37 to 48 inclusive,
Bonaventure.
There was no representation of the request by either Mr.
Tooke or abutting property owners.

After a lengthy discussion and due consideration of the area,
Air. Bush moved to deny the request for rezoning to C -2 general commercial
on the basis that it would constitute spot zoning between C -1 and
R -lA areas and that all business operations on French in this
immediate area were predominately neighborhood commercial with
no trend demand at the present time for general commercial type
operations. Seconded by Mr. Bishop and carried.
Referring next to Zoning Ordinance, Article 18, Sign Regu-
lations, Item (c) - Ground Sign, sub- paragraph (2) stating that,
.. Maximum face area of a ground sign shall be one huudred square
feet per face and maximum of one double face sign per establishment,
the Building Official submitted for sonsideration a variance re-
quest from the Gator.Lumber Company located at the railroad track
on French Avenue south of 6th Street. The request being for
an illuminated sign of 2 x 8 feet advertising paint which would
be in addition to their allowed 20 x 10, 200 square foot, double
faced ground sign and extending out approximately 4 feet from
the existing double faced ground sign.
On further discussion, the Building Official reported that
after extensive checking with other municipalities regarding
their sign ordinances, it was found that Sanford's regulations
were very lenient with other cities being more severe, plus
Orlando now enforcing the tearing down of the signs not complying
with the existing ordinance.
Mr. Harris moved _r the variance request for the additional
sign be denied. Seconded by Mr. Bush and carried.
It was announced that board member S. Joe Davis was sub-
mitting a letter of resignation from the Zoning and Planning
Commission due to his responsibilities as a lawyer and state
representative in the legislature. It was suggested that
the Board members give consideration to recommending names to
submit to the City Commission for an appointment to fill the
vacancy.
There being no further business, the meeting adjourned.
