This was a called meeting of the Zoning and Planning Com-
mission to meet and talk with representatives of the Urb*n
Programming Corporation, St. Louis, Missouri on the possibility
of their being retained to set up Sanford participation in
federal programs and this would include updating the compre-
hensive city plan and to get the City Workable Program certified
so that the City of Sanford would be eligible to participate
in federal programs and to receive federal grants for certain
renewal work.
The program discussed in detail was the possibility of
setting up a Code Enforcement area in the City whereby the
City could receive 75% of the total cost and the residents
and property owners within the area would be eligible for
grants of $1,500 for home improvements if they earned less
than $3,000 or for Loans up to $10,000.00 at 3% if they
earned over $3,000. The fee of this work to be only from
the amounts received from the administrative allowance from
the federal government under the programs actually undertaken
by the City.
