ZONING AND PLANNING COMMISSION
Regular- Meeting
Thursday April 1, 1965
City Commission Room
City Hall at 8:00 P. M.
Members present were: Messers McKibbin, Karns, Harris,
Bush and Wharton. Also present were City Manager Knowles and
Building Official Risner.
The meeting was called to order by Chairman McKibbin and
the reading of the minutes of previous meetings was waivered.
Chairman McKibbin called for the advertised public hear -
ing on the request of Mrs. Gladys M. Jennison for the rezoning
of her property described as J. E. Paces subdivision, begin-
ning 157k feet West of Northeast corner of lot 43 and run East
100 feet,.South 135 feet,West 100 feet, North 135 feet to
point of beginning according to Plat Book 1, Page 91, Public Records of
Seminole County, all located at 1005 East Fourth Street. The
request was to rezone from R -2 to R -3 for a doctor's office
for Dr. Isrel.
Mr. Ernest Southward spoke as the realtor handling this
business and described the lot as having 100 feet on 4th St.
Dr. Isrel said he would build a 1,000 to 1,200 square
foot office building, of concrete block, in front of the ex-
isting garage apartment on this lot. He would not live there.
Building Official Risner pointed out the need would be
for six parking stalls for the office and two for the garage
apartment.
Mr. Baker, living west of the lot, specified he did not
object to the rezoning.
Mr. Trawick reased the question if it was customary to
rezone in the middle of the .block.
Mr. McKibbin said they did not spot zone but it could
be made an.extension of the zoning on the north side of 4th
Street.
Mr. Trawick said that he saw no reason for this extension
as plenty of R -3 areas were available and they already had a
traffic problem.on 4th Street.

Mr. Davis, living to the east of the property, said he
had no objections and thought it would help the value of the
property.
Mr. Harris moved the entire area between Bay and Wil-
low Avenues south of 4th Str eet � to the east -west alley be
#` recommended to be rezoned from R -2 to R -3. Seconded by Mr.
Karns.
Mr. McKibbin brought up Mr. Ira Southward's request
for rezoning from M -1 to C -1 between 11th & 12th Street on
the west side of French Avenue for an office building. It
was agreed that a public hearing should be held April 15,
1965.
�;- Mr. McKibbin brought up that Mr. John Schirard spoke
to him of Patrick Fruit Co. desiring to relocate their
truck garage at the warehouse on Lee Avenue with gas pumps
and tanks, a lift, and a repair shop. The Commission did
not see any reason to deny this use except it was pointed
out the amount of debris that usually accumulates outside
such places.
Mr. Risner brought up a request of Mr. B. Edwards to
rezone from industrial to residential an area south of his
building business and north of the city pound property so
as to build twelve homes. The Commission felt this would
not be correct as it was surrounded by industrial use.
There being no further business, the meeting adjourned.
