Regular Meeting - June 17, 1965
8 :00 P.M. - City Commission
Room, City Hall
Members present were: McKibbin, Bush, Wharton, Harris,
and Donald Bishop, new member. Also present was City Manager
Knowles.
Dr. Vincent Roberts appeared before the Board stating
that he had recently purchased the old Coca Cola Building on
the southwest corner of East First Street and San Juan Avenue
whereby he requested that consideration be given regarding the
feasibility of rezoning in this area from an R -3 multiple family
dwelling district to that of commercial.
He stated that, so far, nothing definite was slated for
the use of the building. However, several approaches had been
made regarding the following uses:
1) A 200 -bed completely equipped surgical
hospital (with the exception of perishables
such as foods and narcotics). Would be for
medical emergencies and would be under the
Director of Civil Defense and Director of
Public Health. It would be used as an
accessory unit to the Seminole Memorial
Hospital in times of need; there would be
no patients; a unit for "draw -on" supplies,
with the federal government replacing the
supplies.
2) Frontof building could be used for office
spaces, professional, etc.
3)- Yum -Yum Shop (ice cream parlor, serving
sandwiches, etc.).
4) Possibility of State offices locating here
in Sanford within the next 30 to 60 days.
5) Warehouse /storage.
Dr. Roberts stated that he felt that should any option
on the building present itself in the near future, he would
not want a zoning holdup.

The Board members discussed the general area and possible
rezoning applicable under the above circumstances. It was
felt that the building, when its use was re- activated, would
eventually have to be on the lines of a commercial use.
After due consideration, Mr. Harris moved to recommend
to the City Commission that the following area be considered
for rezoning from that of R -3 to C-2 - multiple family to
general commercial: ---
Beginning at Locust Avenue and East First Street.
Run E on First Street to San Carlos; south on
San Carlos to a point opposite of the N boundary
of the Tiers of Lots lying N of 2nd Street;
thence Westerly on the N boundary of said
Tier of Lots to Locust Avenue; thence N to
the point of beginning.
(this being south of East lst Street, from
lst to 2nd Street; between Locust and San
Carlos Avenues)
