Chairman McKibbin called the meeting to order and because
of the public hearing, despensed with the reading of the minutes
of the previous meetings.
The Public Hearing, as published in the local Sanford Herald,
was opened on Dr. Vincent Roberts request for rezoning from R -3
multiple family to that of C -2 general commercial that area described
as:
Beginning at Locust Avenue and East First Street;
running East on First Street to San Carlos; running
South on San Carlos to a point opposite the North
boundary of the tiers of lots lying North of 2nd
Street; thence running Westerly on said North boundary
of these lots to Locust Avenue; thence running North
to the point of beginning.
Dr. Roberts spoke in favor of his request asking that it
be rezoned so as his property at the southwest corner of First
Street and San Juan Avenue could be used to store an emergency
field hospital, newspaper stock, or used for professional offices
or an ice cream parlor. This location and building known as the
old Coca Cola building.
Mr. Thomas AlleA 803 East 2nd Street, approximately two
blocks west of the property in question, spoke in opposition of
the rezoning whereby it would allow mechanical garages.

Dr. Roberts said that he definitely would not place any-
thing on the property that would be a detriment to the City or
to the area. He further stated that he had no plans for future
resale of the property and that the property was presently in-
trusted to his wife and in turn it would be intrusted to their
children.
Mr. Frederick Fowler of 308 West 15th Street, but owning
the old Stine property in the area of the 300 feet notice, stated
that he had no objection to the commercial rezoning.
Mr. Edward Simon of 1414 E. 4th Street stated that he had
no objection to the rezoning.
It was noted by the Commission that the property to the
south and west of Dr. Roberts' property was owned by the State.
In Executive Session, the Commission had a pro and con
discussion on the rezoning whereby it was felt that the building
would be an asset to the City occupied rather than empty, and to
avoid spot zoning and open up a larger area to a C -2 zoning could
be a detriment to the area because of the sale of property by
owners, other than Dr. Roberts, whereby mechanical garages could
be operated in the area under C-2 zoning.
t It was moved by Mr. Bush, seconded by Mr. Karns, and
carried that the rezoning request be tabled until the property
owner could present something more concrete for the use of the
building and the Commission would give the rezoning further con-
sideration.
Mr. John Sauls then presented a sketch and request to the
Commission regarding the construction of the First Southern
Methodist Church as a "conditional use" in the R -1A area on
the west side of Sanford Avenue at 24th Place. Legal being
Lots 72, 87 88, 89, and 90, Pine Heights.
The sketch showed the ownership of 236' frontage on Sanford
Avenue and 186' depth on Palmetto Avenue on Lot 72. The building
to be 32.8 wide and 74.8' in depth and proposed off- street parking
spaces to be a total of 66 on Lots 72 and 90.
Mr. Sauls stated that the neighborhood had been contacted
regarding the church construction and no objection had been received,
and the neighborhood favored the church construction.

It was moved by Mr. Karns, seconded by Mr. Bush, and carried
that it be recommended to the City Commission that the property
as described above in the R -1A zoning be allowed for a conditional
use by the Southern Methodist Church for the construction of their
church thereon.
Next considered was the zoning of the newly annexed area
to the city limits which is located on the northeast corner of
Onora and Woodland Drive consisting of approximately nine (9)
acres and known as the ".Shannon property ".
It was noted that the property backs up against the Pine -
crest, 1st Addition whereby the majority of the abutting properties
are residential.
It was moved by Dr. Smith., seconded by Mr. Lee and carried
that it be recommended to the City Commission that the above
described newly annexed property be zoned R -1A One Family Dwelling
District.
A written request was next taken under apnsideration regarding
this same property whereby Mrs. Annie Shannon requested that a
children's day nursery and kindergarten operation be allowed on
approximately one acre square in the southwest corner of the W.
575.05 of the E. 587.05' of Government Lot 2 (less N. 1,942.3'
and road) in Section 1- 20S -39E. Said operation to be as a
"conditional use" as allowed in an R -1A zoning after review and
so recommended to the City Commission by the Zoning and Planning
Commission.
After due consideration of the spacious area and location,
it was moved by P& .Bush, seconded by Mr. Karns and carried that
it be recommended to the City Commission that upon legal zoning
being established as that of R -U, approval be granted to Mrs.
Shannon to operate a children's nursery and /or kindergarten on
the portion of the above described property as a conditional use.
Consideration was given to the area of the northeast corner
of Onora Road and Highway 17 -92, which was recently annexed to the
City. More particularly described as bounded on the west
by Highway 1792, on the east by Southgate Road, on the south
by Onora Road, and on the north by the Sanford Shopping Plaza

Phillips 66 Service Station, trailer park, Melodee Skating
Rink and Jet Lanes Bowling Alley.
It was moved by Mr. Bush, seconded by Dr. Smith and
carried that the recommendation be forwarded to the City
Commission recommending that the newly annexed property as
outlined in the foregoing paragraph be zoned C-1 Neighborhood
Commercial.
There being no further business, the meeting adjourned.
