HomeMy WebLinkAbout04.21.60ZONING AND PLANNING COMMISSION Thursday, April 21, 1960 City Commission Room City Hall - 7 :30 PM Members present were: Messers. Bush, Karns, McKibbin, Johnson, Morgan, and Talley. Also present were: City Manager Knowles, Building Official Yelvington, and Jack Phillips of the Sanford Herald. Chairman McKibbin called the meeting to order. The first.item of business was the discussion on the zoning to be established for the newly annexed areas to the City, namely: (a) San Sem Knolls, 1st Addition (b) Mayfair Section, lst Addition. Property owned and being developed by Mr. Philip Zeuli. The Building Official stated that the proposed homes for San Sem Knolls, 1st Addition would meet all requirements of the R -1C zone. Moved by Mr. Morgan that, the newly annexed area known as San Sem Knolls, 1st Addition be recommended to the City Com- mission for zoning to t at of R -1C. Motion seconded by Mr. Johnson and carried. The Building Official stated that the property platted as Mayfair Section, 1st Addition is adjoined on the north by an R -1A district; the lot sizes are sufficient; the 10 -foot side yard requirement could easily be met and, therefore, the proposed homes could meet all the requirements of an R -1A district. Moved by Mr. Johnson, seconded by Mr. Talley and carried. that the Mayfair Section, 1st Addition be recommended to the City Commission for zoning to that of R -ILA. In regard to the-above Mayfair Section, 1st Add zoning the Building Official stated that there is a possibility that the lots to the north and near 8th Street would have homes con- structed on them that would contain 1,300 sq. feet of living area and lot size of 7,500 sq. feet, which would merit their rezoning to that of R -lAB at a later date. This would then be in keeping with the same zone of the property in the abutting area. Mr. Jack Demetree of Demetree Bros. was present and pre- sented to the Board a proposed plat laying out a sub - division in the area south of Celery Avenue and east of Locust Avenue for tentative approval regarding the layout of streets, etc., with Valencia Drive being made a through street. April 21, 1960 Page 2 The plat showed 4 lots retained for a children's play- ground area, and a projected idea of a row of stores (no shopping center) facing on Celery Avenue with a concrete block wall as a divider between the homes and the commercial area. The homes to be in the $10,000 to $12,500 price range. This is an R -1 area bounded on the W. by R -1; on the E. by R -1; on the S. by R -1; and the N. by R -4 (colored). The stores in the commercial area would then be a buffer zone between the residential area and the colored area. It was noted by the members that there would be no through traffic flow which makes a good residential area where there is a large number of playing children. The Board members unofficially approved of the tentative plat sub- mitted by Mr. Demetree. However, the Building Official concurred on the buffer zone, but was not in favor of a long strip of commercial stores on SR #415 (south side of Celery Avenue), this being a highway with thru traffic flow. This is strictly against planning thoughts and is referred to as "strip zoning ". He suggested that it would be more feasible to back 'the homes to Celery Avenue and then put the wall behind them. Mr. Karns stated that it is his belief that as far as up- grading Celery Avenue, on both sides, on in to Sanford, will never be. Mrs. Pauline Hold of 112 Avocado'Avenue presented a request to rezone Lots 45 and 46, Graceline Court; Avocado Avenue between lst and 2nd Streets, from that R -1X (single family) to that of R -2 in order that she might operate in her residence a Nursing Home with an approxiate number of not more:-than 5 patients at any one time. After considerable discussion, the Board felt that this was not a matter of extending a contiguous zone, but one that would create a zone island in the middle of an R -1X area, which was not warranted until Mrs. Hold checked further into the rigid regu- lations and requirements the State Board of Health regarding the operation of nursing homes. Therefore, contingent of further study by Mrs. Hold and the Building Official on these requiremiants, it was moved by Mr. Morgan, seconded by Mr. Karns and carried that the rezoning request be tabled. The Building Official then presented the following off - street parking requests for consideration: a .... New medical building of Dr. Lindsey and Dr. R.J. Smith on the E. side of Park Avenue, south-of 24th Street. Also, in conjunction with the doctor's offices there is to be an adjoining perscription shop with a connecting door. The plan showed a total of 16 off - street parking spaces. Z & P Minutes .........April 21, 1960 Page 3 Moved by Mr. Bush, seconded by Mr. Karns and carried that the plan for off- street parking be accepted as submitted. b.... Telephone Answering Service at 2012 S. French Ave; - this being an addition to the existing building of the Launderette on the West side of Frenith Avenue and across the street from the putt -putt golf course. The office to be 392 sq. feet. The launderette presently has 16 washers. (Therefore, should have 1 parking space per washer). (Also, one parking space for the owner). Moved by Mr. Talley, seconded by Mr. Morgan and carried that, the present off- street parking spaces previously approved for the launderette would also be used in con- junction with and serve the new addition for the telephone answering service. Minutes of March 17, 1960 were read and approved. There being no further business, the meeting adjourned. Chairman
