HomeMy WebLinkAbout02.25.60 SpecialZONING AND PLANNING COMMISSION Special Meeting - 7 :30 P.M. City Hall February 25, 1960 Members present Were: Massaro. Harris, Karns, Kirtley, Johnson, and Lee. Also present Were: Building Official Yelvington; City Manager Knowles; Resident City Planner Dake; and newspaper representative Jack Phillips. Mr. Paul Lewis from the Credit Bureau Was an Interested party in the audience. Acting Chairman, Art Harris, called the meeting to order. Reading of the previous minutes Was waived. Mr. Dake presented to the Board the GMTER&LIZKD LM USE PLAN. Also combined with this plan is the previous plan shown, which is the Major Thoroughfare Plan. The Generalized Land Use Plan showed the following: Residential Existing Commercial Proposed Commercial Industrial Agriculture Existing Parks & Recreation Proposed Parks & Recreation Schools Mr. Dake's study indicated that a motel area might be forthcoming somewhere in the area of the Circusland site, if Circusland materialized. This could possibly be in a commercial strip on West First St., near Grapeville Ave. It was felt that tourists coming into - Sanford off of the Inter -state Highway would utilize the motel area. Also, the stud indicated that in the area just beyond the Mayfair Hotel and on the lake front would be a good site for a Medical Center, due to the hospital being is this area, plus doctors offices springing up in this area and the fact that.in the near future there will probably be perscription shops in the area. 14 Further proposals and observations made by Mr. Dake was that the City would be wise to buy a strip of land, approximately a 300 -foot wide strip, on the south side of the lake front and running for a distance of 3 miles out to the bkidge for future recreational facilities. The property could be used first as a sanitary landfill and then eventually used for a "park area" and recreational facilities, with a view toward centralizing the water skiing facilities here. Previously Mr. Dake had proposed the sewer treatment plant and zoo sites also in this immediate area. Mr. Dake felt that the pollution in Lake Monroe would clear up for boating and skiing, but not for swimming. Z & P Minutes 2/25/60 -2- The next phase discussed was West First Street and the proposed widening by the State. Mr. Dake said that, - with the idea of preserving the 4 -lanes for a steady traffic flow through the City, West First Street should not be zoned for commercial purposes, or the road as a ee er for thru traffic will be defeated of its purpose. Also an "industrial park" was proposed somewhere in the area of the end of W. First St. north to Seminole Blvd. (lake front). Mr. Dake presented to the Board a map of the corporate city limits lines of the City of Sanford starting with the date of 1877. The map showed when annexation or de- annexation took place. The corporate city limits lines were changed on the following dates: 1919 - 1923 - 1949 and 1959. Annexation dates are as follows: 1923 -- 1925, 1926 19499 1953 and 1959• Mr. Dake then presented the GENERAL DEVELOPMENT PLAN FOR THE CEffTRAL BUSINESS AREA, which was outlined showing the locations for the Library on the lake front; new Florida State Bank; new Post Office on Palmetto Ave. and lake front; the marina; shopping center on the lake front between Fulton & Seminole Blvd. and Myrtle Avenue to the west; new fire station on Sanford and between lot and 2nd Streets; malls with grass, trees, shrubbery, fountain, etc. in several locations throughout the central business area and around any shopping centers. Mr. Dake suggested that the Board members keep in their eight the opening of Commercial Avenue for a thru street if the right -of -way has not been vacated sometime in 1890, as stated by the City Manager. However, Mr. Dake mentioned that he could not find on record where the street right -of -way had been abandoned by the city. Malls were proposed between Park & Palmetto and between let and 2nd Sts.; Park & Hood Avenues; also between Myrtle and Oak and between 2nd and 3rd Ste. for what is called pedestrian shopping malls. It was stated that "malls" originated in Ragland during the reconstruction period after the war years. There is a permanent mall in the U.S.A. in Kalamazoo, Michigan, which has worked out quite satisfactorily. The Development Plan for the Central Business Area was out- lined as follows: Civic Center Groupings of Buildings Municipal Yacht Club Off- street Parking Plan One -way Street Pattern Z & P Minutes 2/25/60 -3- The proposal was that First St. to the east would be one -wag; 2nd St. to the west would be one-wayt one-way and 3rd,Street traveling both wags (east - west). Fulton and Commercial to be thrn streets. The CENTRAL BUSINESS DISTRICT STUDY (existing land use) was then presented, showing the following: Service Station General Business Intensive Business Offices Off- street Parking Local Business Light Industry Public Utilities Single Family Residence Multiple Family Residence Used Car Lots Public - semi-public Also designated was: Non -meter par and 100 -foot value. Angle parking; Mr. Dake told the Board that his "ground and field" work is now completed and will be turned over to Mr. Simons' office for final completion. During a parking meter discussion, including parking in general, Mr. Dake mentioned that he had counted a total of 1,533 available parking spaces in the central business district from Sanford Ave. to Oak Ave, and from Seminole Blvd. to 3rd Street. The City Manager mentioned that city records showed a total of 397 parking meters in use as of this date. Mr. Lee remarked that he hoped that the Consultant and the study would be able to give them some suggestions regarding the area around Cypress Avenue where an average residential area is surrounded by run -down colored property. Mr. Dake mentioned to the Board that he hoped they would apply for "special planning enabling legislation" rather than depend entirely on the City Charter legislation power given to the Planning Board.
