HomeMy WebLinkAbout02.18.60ZONING AND PLANNING COMMISSION Regular Meeting - 7:30 P.M. City Commission Room - City Hall February 18, 1960 Members present were: Messers. MaKibbin, Kirtley, Harris, Karns, Johnson, Talley, Dorgan, and Lee. Also present were: Building Official Yelvington; City Manager Knowles; new Asst, Building Official, Lin Eisner; Mr. John Burton, IV, Architect representing the County School Board; Mr, Jerry Dake, Resident City Planner; Mr. Robert S. Brown, County Zoning Director; and newspaper represenatives for the Sanford Herald and the Orlando Sentinel. Chairman MoKibbin called the meeting to order. The first item of business was the off - street parking for the S.E. corner of 3rd Street and Elm Avenue. Mr, Arthur Boyd told the Board that he was constructing a woodworking shop, 36 x 40 can the rear of his property and behind his residence for a commercial business regarding the constructing and selling of cabinets, etc. The Building-Official explained to the Board that based on the number of anticipated customers, pickup service, etc., sufficient off- street parking could be worked out. Moved by Mr. Harris, seconded by Mr. Johnson and carried that, the off - street parking as presented with regards to the woodworking shop on the S.E. corner of 3rd & Elm Ave. be ac- cepted. City Manager Knowles presented to the Board a plat regarding the property to be developed by Mr. Philip Zeuli. This is land east of Dellonville Ave., from 82 to Celery Ave.; east of the Experimental Station, just outside the city limits, and known as Pace's Acres. He explained that, although the land is outside the City, the developer was proposing it for annexation and, therefore was anxious to have the opinion and approval of the Zoning and Planning Board with regards to lay- out, drainage, etc. The Board viewed and discussed the plat. There were several recommendations made with regards to changes and they asked that, if feasible, Mr. Knowles review then with the developer or his engineering fizz. However, no official action was taken due to the property being in the county and the city having no jurisdiction over it. Due to the fact that the County Zoning Board Was holding public hearings on districts under count y zoning jurisdiction, this body could not meet with the City Planning Board. Also, Mr. Milwee, County School Superintendent, had requested that Mr. John Burton represent the County School Board at this meeting. The City Zoning and Planning Board had officially Z & P minutes 2/18/60 -2- invited the two County boards to meet with them, if feasible, is order that the two boards could view the proposed MAJOR THOROUGHFARE PLAY of the City of Sanford, which is part of the planning study now being completed by Mr. George Simone' Office. Since the plan is projected beyond the corporate city limits with the arterial and perimeter roads the City Zoning and Planning Board felt that it could be of interest to the two boards due to the new school site and new industries developing in the fringe areas of the City, such as Circusland. The plan was viewed and discussed to some length. Mr. Burton requested that he be allowed a tracing of the plan to keep on file and which he could present to the School Board regarding the City's thoughts on proposed roads in and out of the new school site on Lake Jennie. Mr. Burton stated that the proposed thoroughfare plan was a very well projected plea. The next item of business was the presentation, under the City's Planning Study, of the PRELIMINARY PARSING PLAN. Mr. Bake stated to the Board that: "At the present time, Sanford has no accute off - street parking problem ". It was felt that this could be due to the fact that the City, under its off - street parking ordinance has off - street parking re- quirements for all now construction. The question was brought forth, by the resident city planner, regarding off - street parking in the immediate downtown area for new future con - struotion. Mr.Dake was referring to the off - street parking ordinance and that part which requires that, on any new construction off - street parking must be provided on their property, mess the construction is within 800 -feet from. a publio parking generator. He stated that, is the planning consultant's opinion the 800 -foot requirement is too much and they are in favor of a recommendation to reducing it to 500 -feet, which would be much better suited for new construction in the older downtown area. The Preliminary Parking Plan, which actually is an off - street parking plan for the City, was set up for the area approximately from Elm Avenue east to Sanford Avenue and from Seminole Boulevard south to 4th Street, centering around the City's existing off - street parking lots which consists of four; 2 city -owned and 2 leased by the Cit on private property with each having a 3 -year lease. With regards to this plan, Mr. Dake mentioned that it was their hope to keep the traffic flow out of the immediate downtown area by a perimeter raod plan around the downtown area. With this in mind, the proposal could be along the lines of widening 4a Street from French to Sanford Avenues into 4 -lanes Z & P minutes 2/18/64 -3- with 2 parking lanes; no traffic from Commercial to 3rd St..; no traffic from Myrtle Avenue east to Palmetto; thru traffic on Sanford Avenue - down and around Seminole Blvd.; open Commercial Avenue all the way through. The plans are also in keeping with the routing of City traffic and thru traffic, whereby French Avenue; 202 St., and 25n Street, inside the city limits should be for thru traffic and route the city traffic around these streets as much as possible. ,', J -- 7 It was also noted that with regards to 46 Street in the above mentioned paragraph, - this would better service the downtown area and would also keep the proposed off- street parking lots as presented and proposed. A discussion was held regarding the 46 Street Park being converted into an off - street parking area to benefit the churches in this immediate area, along with servicing the downtown area. Mr. Dake stated that, it was not at present being utilized as a park area because of the fact that there were no facilities there to be utilized, and could probably be more of a benefit to the public as an off -treat parking area. The major idea being to prevent conjestion in traffic flow as the city grows, the Board pointed out to Mr. Burton that the new High School itself would be a real traffic generator with buses, students driving their own cars, and parents driving their children to the elementary grades. The Board members expressed to Mr. Burton that they hoped that the School Board would see feasible to change the one road leading into the school site road. The Board was presented with a proposed "Capital Improve- ments Programs, which Chairman Mcgibbin requested that the Members review for a general discussion at the next meeting on February 25, 1960. Also, Mr. Dake said that he would present at the next meeting the overall Land Use Plan for reviewing and discussion. There being no further business, the meeting adjourned. a rman xZ Secretary
