HomeMy WebLinkAbout02.11.60ZONING & PLANNING COMMISSION Regular Meeting - 7:30 P. M. February 11, 1960 City Commission Room, City Hall Members present were: Messers. McKibbin, Karns, Johnson, Harris, Lee, Morgan, and Talley. Also present were: Building Official Yelvington, City Manager Knowles, Mr. Jerry Dake, Resident Planner, and Mr. George Simons, Jr., City of Sanford's Planning Consultant. Other interested parties present were: Mr. Raymond Ball, local realtor, Mrs. Amy Anderson, representative of Mr. Ball's office, and Mr. Joe Gazil. Mr. Gazil, Mr. Ball, and Mrs. Peterson represented a re- zoning request concerning the property on the N.W. corner of Mellonville and Celery avenues; namely, Lots 14 thru 18, Block 3, Eldorado. The 5 lots are presently zoned C -N, but due to the fact that the interested parties wished to construct on this property a Phillips "66" Service Station, Launderette, and Grocery operation which would be open from 7 to 11. The service station presented a problem due to the fact that its construction is not allowed in a C -N area. After discussing the area and situation, Mr. Morgan mevedw- that:recommendation be made to the City Commission that Lots 14 thru 18, Block 3, Eldorado be rezoned from a C -N to that of C -1, but with the stipulation that, until concrete evidence of con- struction plans is shown to the City of Sanford the final action of drawing the rezoning ordinance will be withheld. Motion seconded by Mr. Karns and carried. This action was stipulated because of the fact that this particular property, in the past, has bounced back and forth on rezoning with no actual developments. Mr. Garfield Walker appeared before the Board regarding the off - street parking for a new addition to the north of his building on Oak Avenue, south of 25tb Street. The new addition to house an office of a CPA, a restaurant, with carry -out service, a plant center, and possibly an appliance store. The plan showed a drive- way through and between the first and second building, which would enable the rear off - street parking plan to be used. Moved by Mr. Johnson, seconded by Mr. Talley and carried that, for the Walker Building at the above mentioned location there shall be 13 off- street parking spaces on the front and 26 off - street parking spaces in the rear for present and planned structures; con - sistin of a total of 39 off - street parking spaces for a total of three 3) off - street parking proposals presented on the Walker Building. Mr. Morgan requested that the motion be amended to include the following with reference to the off - street parking plan for the Walker Building: a. All off - street parking spaces to be marked off. b. The access drive to the rear to be not less than 12 ft. Z & P "minutes" February 11, 1960 Page 2 Amendment to the motion approved by Mr. Johnson and Mr. Talley and carried unanimously. There being no further urgent business before the Board, Chairman Mcgibbin asked Mr. George O imons, the City's Planning Consultant to take over the meeting. Mr. Simons told the Board members that he and Mr. Dake were reviewing, during the day, the progress made on the planning study for Sanford and the data which they could start presenting to the members as completion of the study in Sanford itself was drawing to a close. He stated that the Capital Improvement Program would be dis- cussed later with Mr. Phil Pitts; the revision of the Zoning Ordinance was practically ready for reviewing; Ghe land use map had been prepared in color, as well as black and white; and the base map is completed. At this time, Mr. Simons and Mr. Dake wished to present their MAJOR THOROUGHFARE PLAN (Street Plan; arterial and premiter) for the Board'w consideration. Mr. Simon also mentioned that the plan had been projected beyond the corporate city limits into the fringe areas, plus the fact that the plan had been discussed with the engineers of the State Road Department, Mr. Richey Green and Mr. Boggs, and they had approved of it. In fact, the plan fitted in very well with the State Road Department's own future and so- called "desired" plans for roads in and around Sanford. It was noted that in this street planning, consideration and good planning had been projected for the new school site and the Circusland site. Another projected feature which crud a lot of comment was the plan of extending the lake front /on around to the east to connect up with N. Cameron Avenue to make a complete premiter road plan around the City of Sanford. The rest of the meeting time was consumed in the discussion on the Major Street Plan, with all members commenting that the outlined plan was a commendable one. The Board members set the dates of the 181h and 25b of February 1960 in order to meet with the planning consultants for any further data they may wish to present for the Board's con- sideration. Also, the Board felt that the County School Board and the County Zoning and Planning Commission should be invited to attend one of these coming meetings in order that they might become ac- quainted with the City's Major Thoroughfare Plan due to the school site, Circusland, and etc. being outside the corporate city limits. The City Manager was, therefore, instructed to invite the two afore- mentioned boards to one of the following meetings of the City Zoning and Planning Commission.
