HomeMy WebLinkAbout01.07.60ZONING AND PUNNING COMMISSION Regular Meeting - January 7, 1960 7:30 P.M. City Hall Members present were Messers. McXibbin, Karns, Harris, Kirtley, Johnson, Morgan, and Talley. Also present were Building Inspector Yelvington and City Manager Knowles, Chairman McKibbin called the meeting to order and waived the reading of the previous minutes at this time. Mr. Roy Wall and a �r. Howe appeared before the Board regarding the proposed off - street parking for new construction of a building on Mr. Wall's property at the intersection of Orlando Drive (now Park Dr.) and Myrtle Avenue; immediately north of the self - laundry called Park N Wash. Mr. Wall stated that he was releasing the north 40' of this property to Mr. Howe for the construction of a 36 x 46' building to house a dress shop and an office. They hoped to provide 10 off - street parking spaces for the building. The original off - street parking plan of the launderette was pre- sented to the Board. After viewing this plan, Mr. Harris moved that the pro- posal of 10 spaces be accepted as presented; seconded by Mr. Talley and carried. This would then leave 25 off - street parking spaces for the operation of a 24-- machine set -up at the laundry, which is also situated on Mr. Wall's property. The minutes of November 19, 1959, were read and approved. A plot plan of San Sem Knolls, 1st Addition, and under the development of Mr. Philip Zeuli, was presented to the Board for approval regarding the elevation, drain e, etc, as platted. The board was only interested in the four (45 lots on the East side of Marshall Avenue, which are inside the city limits. Mr. Talley moved that the plat be accepted. Motion seconded by Mr. Harris and carried. The Building Official then presented the following off - street parking proposals for consideration of the Board: 1 . Laundromat on the east side of S. Orlando Dr.; south of the Minit Market. Moved by Mr. Harris, seconded by Mr. Karns and carried that 27 off - street parking spaces be ap- proved for the two facilities. 2 . Bat -Bat Baseball Range - N.W. corner of W. 24tb St. and French Ave. Z & P "minutes" Jan. 7, 1960 Page 2 Moved by Mr. Morgan, seconded by Mr. Johnson and carried that, 16 off - street parking spaces be ap- proved as submitted. Sinclair Service Station - S.W. corner of 252 and French Avenue. Moved by Mr. Morgan, seconded by Mr. Harris and carried that, the plan be accepted as submitted. 4. Wight Grocery Co. Warehouse - 42 St. and Laurel Avenue; north side of 42 Street - -(a 60 x100' building with a proposed addition to this one) Moved by Mr. Kirtley, seconded by Mr. Harris and carried that, the plan as submitted and outlined by the Building Official for the parking and loading of the incoming and outgoing trucks be approved. �. Mitchell's Boat Trailer Mfg. Bldg. - Laurel Ave. & 3rd St. - -- There was no definite plan submitted as yet, but the Building Official explained to the Board that, the Mitchell's were planning on tearing down an older existing structure, which would then allow them off - street parking space. However, he went on to explain further that, actually their type of business dial not consist of daily customers coming .and going, but was more of a type as a large scale wholesale delivery to the larger individual boat re- tail businesses. Therefore, they should not be ex- pected to provide as many off - street parking spaces as other businesses. Moved by Mr.. Harris, seconded by Mr. Johnson and carried that, the off - street parking plan, as ex- plained by the Building Official, be accepted and approved. Mr. Jerry Dake, resident city planner of Mr. George Simon's office and the city's planning consultant, then presented to the Board their projected proposals for the City of Sanford. An interesting and lengthy discussion followed between the Board members and Mr. Dake regarding the future plans for -- a new city hall; relocation of the public library; relocation of the zoo with relation to the location of the sewage treatment plant (these being all along the lake front); plans to keep the downtown area in its present location, and these plans to fit in with a new post office, the county's plans for a new court house and jail; a marina on the lake front, etc. Also discussed were the plans made for arterial streets and a perimeter road plan. Z & P "minutes" Jan. 7, 1960 Page 3 Mr. Dake explained and showed to the Board the so- called "Sanborn Maps ", which the City will soon have and which the company keeps up to date with relation to plot plan for each home and which is set up in blocks. Mr. Dake stated that Sanford has what they call an up -to -date aerial map which is dated March of 1937. Also, the land -use map which is a key map to be kept up to date is now finished. Mr. Dake reviewed for the Board some of the figures and factors that have been computed and arrived at, and which will be presented in their final report to the City. Some of them are as follows: a. 3,834 acres inside the City limits or 5.99 sq. miles. b. 506 acres of this is unuseable - in Lake Monroe. c. 506 acres in Lake Monroe will be shown as recreational. d. 320 acres unuseable - part of Naval Air Station. e. 805 acres of land is in streets & thoroughfares - platted. f. 22.9% land area for streets & highways (rights -of -way). g. 62 acres of commercial property or 1.7% of actual use of the total City area for commercial purposes. h. 451 acres are presently zoned for commercial purposes. (4 times what the average use is). i. 810 acres or 23% for single family is in actual use. j. 1,300 acres of vacant area - minus Air Station. k. 567 acres of parks and recreational areas - which is all useable and this includes the 502 acres in Lake Monroe. 1. 60 acres in use now for recreation. m. Sanford has a potentialality of a 33,000 population, which it can handle in the existing corporate area. n. 2,200 is the present population for Georgetown, with a 1,800 potential for Georgetown. o. Sanford has 13 neighborhoods. PO Based on potential population, the following is figured: 3.2 persons per home 4 houses per acre (NOTE: 3 1/8 houses per acre, including streets, parks, etc.) 13 people per acre.is used. q. 150 acres in Georgetown. r. Estimate for present colored race in Goldsboro - 49000. s. Other pertinent information: Sanford Average Transportation 1.9% (now used) 12% Streets & Thoroughfares 22.9 27.9 Commercial property in use 1.7 2.54 Single family area in use 23 36 It might be noted that in regards to transportation, which caused quite a discussion, the 12% was an estimate only by Mr. Dake and the Naval Air Station affected this figure because it could not be figured as a municipal airport. Trans- portation figure denotes acres and not miles and includes all railroad property inside the City. If the Naval Air Station were a municipal airport, it would then add 320 acres to trans- portation figures. There being no further business, the meeting adjourned. Chaff man cretary
