McKibbin, Harris, Johnson, Karns, Kirtley, Faville, Lee, and Talley. Also present were: City Manager Knowles, Building Official Yelvington, Resident City Planner Jerry Dake, Mr. Walley Dietrichs, and Mr. and Mrs. Clarence Wynn, Chairman McKibbi.n called the meeting to order.. The minutes of October 22, 1959 were read and approved. it W U? W 0.. O m Since this was a special meeting called to discuss the reconsideration of Lots 58, 60 62, and 64, F.L. Woodruff's Sub - division, Mr. Dietrichs was asked to present to the Board information pertinent to his request. Mr. Dietrichs told the members that Mr. Priest, property owner on the east side of Sanford Avenue, had given him per- mission to speak in Mr. Priest's behalf in that he desired his property to be zoned comercially and also the mentioning by Mr. Priest of a proposed bakery directly to the south on the east side of Sanford Avenue in the county. Other than the above information, Mr. Dietrichs gave the board the same in- formation that was given at the previous two meetings plus the fact that he felt that this particular spot is a logical location for grocery and launderette establishments. Mr. Dietrichs felt that since Sanford did not have too much to offer to the people coming tonto the city, that possibly the retired or afflicated people, who do not drive automobiles, would be more attracted to a community where they could walk a short distance to neighborhood stores. To quote: "People are not begging at the door to come into the City of Sanford". He stated that 50% of selling Sanford is due to salesmanship. The other 50% is due to people actually liking Sanford. Mr. and Mrs. Clarenct Wynn, owners of Lots 1 thru 18, Block 2, Palm Terrace and Lots 25 thru 28, Block 2 Palm Terrace, also were asked to make any comments regarding their previous appearance before the board with a request that their property be given consideration also for rezoning to that - of commercial. She mentioned that Lots 1 thru 18 face on Sanford Avenue, east side, with the other lots backing up to these. Cdr. Porter Lansing owner of Lots 34, 36, 38 399 40, and 41, Woodruff's Sub - division (West side of Sanford Ave.) had submitted a letter to the Board with the request that his property be rezoned commercial. Z & P Minutes Oct. 29, 1959 (Special Mtg.) Page 2 The Board felt that With the request of Mr. Dietrichs, the matter was now an area roblem. The property owners stated that the location of tEe Air Base did not make this area suitable for residential use. Chairman Magibbin then asked Mr. Jerry Dake, resident City Planner, to enlighten the Board and the persons present as to any proposals of his firm for the area. Mr. Dake stated direct to the Board members that: "You make the decisions, I am only the Planning Consultant ". He went on to explain that his firm's job was to help keep Sanford in an orderly pattern, thereby enabling the Board greater ease to project their planning into the future and eliminate the jig -saw patterns. Mr. Dake went on to state that his firm maintains that, with the width of streets and the automobiles of today, some commercial should be maintained near a residential use, BUT only within a one -half ( 1 /2) mile radius. Mr. Dake then pointed out that within 1,600 not even 1/2 mile, there are urb markets, 2 super markets, 4 laundries, a drug store,/cleaning establishments, a restaurant, and a sporting goods store. Mr. Dake stated: "This is not good for a residential area ". He then asked that if this immediat was not considered useable by the property owners for / Mlntial use due to the location of the Base, -- why has Odham & Tudor sunk a million dollars in homes in the Pinecrest Area? He stated that if the four lots in question were rezoned to commercial, the whole area over a short period of time, would then go com- mercial all the way out to Onora Road. A discussion was held regarding the life of the Air Base with several conflicting thoughts expressed. Mr. Dake told the Board that his firm presently has no concrete plans for the Base other than Mr. George Simons thinks that the Air Base will not always be there. As far as the future use of the land, if the Base were to move, it would be an industrial park with homes surrounding it and that the runways would not go to waste as they would be part of the industrial park plan. Mr. Dietrichs turned to Mr. Dake and asked: "Have you ever made an error in judgement, or in other words, is it infallible "? Mr. Dake replied: "Yes, we make errors in judgement ". Mr. Dake stated further that they go very much by the land use map, which is correct, and it is one of their biggest tools in zoning. Mr. Dake pointed out that if it was felt that we had an orderly town, why was a consultant called in. Z & P Minutes Oct. 29 1959 (Sp. Mtg.) Page During the general discussion, Mrs. Wynn made the statement that, since they could not get an FHA #1 Loan on their property, she wondered why it would be considered as valuable as Pinecrest property. Mr. Harris stated that the Pinecrest area was approximately 1/2 mile away from the area in question and that the elevation of the runways at the Air Base were somewhat different in relation to the Pinecrest homes. Mr. Dake cautioned that the downtown area is depreci- ating with the scattering of commercial districts all over the city. Mr. Dietrichs stated that the reason why he was so persistent in a request that he felt was fair was due to -- "the man on the street criticizes the Zoning and Planning Commission, the City Commission, and all boards and people are afraid to appear before a board to get something changed - - ". Chairman M told Mr. Dietrichs to please try and keep in mind that the action of the Zoning and Planning Board Was - (1) preservation of property values and (2) in this case, with the rezoning they could jeopa±dize.,the existing commercial establishments in the area. It was mentioned by some of the Board members that this area was the only large section of vacant land left in the city to the southeast that could be used for home development in case the Tase moved out, or a future site for a large shopping center. It was mentioned that a large shopping center plan is based around an area where it will service approximately 2,200 homes. Moved by Mr. Faville, seconded by Mr. Kirtley and carried that, if all arguments and comments are completed, the Board go into an executive session In executive session discussion, Mr. Dake was requested to return to the meeting to answer s e fo tbb.� g-gestionssior the board members. Mr. Karns asked /K t8 e'� �t`415,000 homes would be constructed in this area under any circumstances. Some members felt that even a $9,000 home is just as important to a man as a more expensive home, plus the fact that a com- mercial area surrounding a residential section can be just as deterimental to the home with a lower valuation. Page 4 Mr. Harris commented that, in his opinion, the Air Station is not as bad as a proposed industrial park with a residential area around it due to the fact that trains would be going in and out at all hours. Mr. Karns brought out the question of the traffic impediment, whether Sanford Avenue was residential or com- mercial all the way. Residential would present the problem of children with 15 MPH signs and commercial would still pre- sent a slowing down problem. Mr. Harris felt that commercial would not hinder the traffic as long as the board controlled the off - street parking and set -back regulations. Mr. Dake stated to the Board that: "Planning is new and its ways are just beginning to be accepted ". Chairman Mcgibbin then asked for an unofficial showing of hands on the question. He then called for an official showing of handgto deny the rezoning request. The official showing was: 4 - -- to deny the request 3 --- to approve the request Mr. Faville moved that.the request to recommend to the City Commission that Lots 58, 60, 62, and 64, F.L. Woodruff's Sub - division and the other requested areas under consideration for rezoning from residential to commercial be denied. Motion seconded by Mr. Kirtley and carried. Building Official Yelvington presented to the Board for consideration the off - street parking plan for the Texaco Service Station on the N.E. corner of 251 Street and French Avenue. Mr. Harris moved that the plan, as presented, be accepted. Motion seconded by Mr. Faville and carried. The minutes of the October 1, 1959 meeting were read and approved.
